Dubai Chamber Reports Issuance Of 5,357 ATA Carnets Worth AED 4.3 Billion In 2024
The Dubai Chamber of Commerce, part of the Dubai Chambers group, reported that 5,357 ATA Carnets were processed in 2024. These documents facilitated the movement of goods valued at AED4.3 billion. This reflects the ongoing strength of Dubai's exhibitions and events sector, which heavily relies on ATA Carnets for smooth operations.
ATA Carnets are crucial for hosting international events by allowing duty-free and tax-free temporary imports for up to a year. This system simplifies participation for exhibitors and ensures efficient management of global exhibitions and conferences.

Khalid AlJarwan, Vice President of Commercial and Corporate Services at Dubai Chambers, stated, "The ATA Carnet system is designed to simplify customs procedures related to the movement of goods for exhibitions. This creates numerous benefits for the exhibitions and conferences sector, reinforcing Dubai’s growing reputation as a destination for global events."
The collaboration between Dubai Chamber of Commerce, Dubai Customs, the Federal Customs Authority, and UAE chambers has been instrumental in implementing the ATA Carnet system. This partnership ensures that customs processes are streamlined and efficient.
An ATA Carnet acts like a "merchandise passport," allowing goods to cross borders temporarily without customs duties. Items eligible under this system include commercial samples, professional equipment, audiovisual tools, computers, repair tools, musical instruments, industrial machinery, vehicles, jewellery, clothing, medical devices, aircraft, racehorses, artwork, and prehistoric relics.
However, perishable or consumable items and goods intended for processing or repair are not covered by these documents. The system was established under the Istanbul Convention in 1990 with guidance from the World Customs Organisation (WCO) to facilitate temporary imports globally.
Benefits of Using ATA Carnets
The ATA Carnet system offers significant cost savings by exempting exporters from VAT and customs duties. Holders avoid posting security deposits with customs authorities. It also simplifies border crossings by enabling importers and exporters to use one document for all customs formalities.
This standardised international mechanism allows marketing representatives and business travellers to complete customs procedures in advance at a fixed cost. It provides flexibility to visit multiple countries using a single carnet while ensuring seamless customs clearance.
The system's design allows goods to be re-exported without delays or unexpected costs. This enhances efficiency in international trade activities linked to exhibitions and conferences.
