UN Unveils Historic Global Resolution To Govern AI Technologies
The United Nations General Assembly has marked a significant milestone by unanimously adopting the first-ever global resolution focused on artificial intelligence (AI), signaling a unified stance among nations towards the governance and ethical use of AI technologies. This historic move seeks to encourage countries worldwide to uphold human rights, ensure the protection of personal data, and vigilantly monitor AI for potential risks.
Proposed by the United States and receiving wide support from China and over 120 other countries, this non-binding resolution emphasizes the need for strengthened privacy policies. In a statement, US Ambassador to the United Nations, Linda Thomas-Greenfield, highlighted the collective resolve of all 193 member states of the United Nations General Assembly, underscoring their decision to actively govern artificial intelligence, thereby preventing it from governing human societies.
The resolution emerges amidst growing global concerns over AI's potential to disrupt democratic processes, amplify fraudulent activities, and cause significant job displacements, among other adverse effects. It underscores the dangers associated with the improper or malicious design, development, deployment, and use of AI systems, pointing out the risks these technologies may pose to human rights and fundamental freedoms.
In a proactive stance against these challenges, the US, UK, and more than a dozen other countries unveiled the first detailed international agreement in November on safeguarding artificial intelligence from misuse by rogue entities. This agreement advocates for the creation of AI systems that are inherently secure.
Meanwhile, Europe has taken steps to lead in the regulation of AI technologies. EU lawmakers have recently adopted a provisional agreement aimed at overseeing the technology more closely.
In response to these regulatory challenges, the White House issued a new executive order in October, aiming to mitigate AI-related risks to consumers, workers, and minorities while also enhancing national security. This executive order represents an interim measure to address the immediate concerns posed by AI technologies, pending the development of more comprehensive legislative frameworks.
