Dubai Establishes Itself As A Global Launchpad For AI Startups In 2025

AI startups worldwide are flocking to the UAE, enticed by its innovation speed and growing stature as a hub for research and talent. This trend was a key topic at the Dubai Assembly for AI, part of Dubai AI Week 2025.

"The UAE provides the stability to build a global company—and attract great talent," Jad Antoun, CEO of Huspy, remarked, praising the country's Golden Visa program as a pivotal factor in this dynamic. This sentiment echoes the broader recognition of the UAE's efforts to create a conducive environment for AI advancements and global company establishment.

Dubai  A Global Hub for AI Startups

Sachin Dev Duggal, Founder and Chief Wizard of Builder.ai, highlighted the strategic advantages of Dubai, stating, "There's massive demand across the GCC, and the market's inherent stability makes it the perfect base. The leadership here is incredibly open to building AI-powered platforms, and the legislation reflects that."

Lin Kayser, CEO of Leap71, shared his positive experience moving to Dubai, "I've been founding companies for 30 years, and when we moved here, it was a breath of fresh air. People were supportive and open. They said: That's cool—let's do it." Kayser's testimony further illustrates the supportive and innovative atmosphere that Dubai offers to entrepreneurs.

AI's Impact on Dubai's Government Entities

Dubai's government entities are undergoing a transformation through AI, as discussed in a session titled "Global CAIOs: Early Study Findings by Dubai Future Foundation & IBM". Mohammed AlMudharreb, Executive Director of the Corporate Technical Support Services Sector and CAIO at RTA, shared, "Our chatbot has already handled over 23 million conversations. These are the results you get when data, alignment, and execution come together—but we're still just scratching the surface." AlMudharreb's insights underscore the potential AI holds for enhancing public services and engagement.

Juma AlGhaith, Advisor to the General Manager and CAIO at Dubai Customs, observed, "AI isn't just improving how things work—it's giving us a chance to rethink and transform them completely." This perspective highlights AI's role in not only optimizing current systems but also in paving the way for innovative approaches to governance and service delivery.

Mario Nobile, Director-General of the Agency for Digital Italy, emphasized the importance of collaboration in AI leadership, stating, "coordination, not competition, will define AI leadership." This view points to a future where success in AI hinges on global cooperation rather than isolated efforts.

Investing in Dubai's AI Ecosystem

The panel 'Fuelling the Future: Investing in AI Startups within Dubai's Ecosystem' showcased Dubai's commitment to nurturing a robust AI startup scene. Akshat Prakash, CTO and Co-founder of CAMB.AI, said, "Dubai offers a rare combination of cultural diversity, strategic location, and a supportive innovation ecosystem—making it an ideal environment to build a truly global company." This reflects Dubai's strategic advantages in fostering AI development.

Nuha Hashem, Co-founder of CozmoX AI, pointed out the proactive role the region is playing in the AI era, "During the dotcom boom, this region lagged in adoption. But with AI, we're building in real time. Companies here aren't just catching up—they're creating world-first solutions, sometimes before the trend even goes global." This sentiment showcases the region's swift adaptation and leadership in AI innovation, contrasting with its past technological adoption pace.

"As a female founder in the UAE, I feel empowered. Your vision and your work matter more than your gender—and that's powerful," Hashem added, highlighting the empowering environment the UAE offers to entrepreneurs, regardless of gender.

In a fireside chat titled 'Revolutionising Education Through Metaverse and AI', Yat Siu, Co-Founder, and Executive Chairman of Animoca Brands, drew parallels between the early resistance to calculators in education and today's skepticism towards AI. "Back then, people weren't allowed to use calculators in math. Today, the same accusations are being thrown at AI. But just like calculators deepened our understanding, AI will do the same across subjects," Siu argued, suggesting AI's potential to enrich education.

He also cautioned against the risk of a digital divide due to unequal AI access, saying, "Governments once subsidised calculators until solar versions solved the energy issue. But AI requires compute and training data. Without grants and licences, it won't be equally accessible—and we risk creating a digital divide." This warning underscores the need for accessible infrastructure to ensure AI benefits are widespread.

The convergence of startups, government entities, and educational innovators in Dubai is showcasing the UAE's strategic positioning as a leading global AI hub. With a supportive environment for technological advancement, Dubai is not only attracting global talent but also setting new benchmarks in AI application and innovation.
