We The UAE 2031 Strategic Intelligence Councils Launches To Enhance Government Readiness And Adaptability
The UAE Government, in collaboration with the World Economic Forum (WEF), has launched the second edition of the "We the UAE 2031 Strategic Intelligence Councils" in Dubai. This event coincides with the Annual Meetings of the Global Future Councils and Cybersecurity 2025. It represents a significant step in enhancing government readiness and establishing a model for a future based on knowledge and adaptability.
Guided by His Highness Sheikh Mohammed bin Rashid Al Maktoum's directives, this initiative focuses on strategic intelligence in planning. The emphasis is on flexibility and diversification of strategic options, which are vital for adapting to global changes and enhancing future readiness. This approach aims to develop government planning and improve the UAE's ability to face rapid changes.

The "We the UAE 2031" vision is built on four pillars: fostering a prosperous society globally, positioning the country as a hub for the new economy, advocating international cooperation, and advancing governance systems. These efforts aim to solidify the UAE's role as an active global partner and an attractive economic centre.
This session brings together over 100 decision-makers, thought leaders, experts, and officials from both government entities and private sector leaders in the UAE. They represent around 80 entities across public and private sectors, including academic institutions. The event serves as a platform to analyse key trends shaping the global landscape.
Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, stated that "Guided by its visionary leadership, the UAE continues to adopt a proactive approach centred on transforming challenges into opportunities." The focus is on developing adaptive government systems capable of thriving in complex global environments.
The initiative reflects the UAE's commitment to fostering an institutional culture grounded in lifelong learning. It prioritises assessing emerging risks as potential opportunities while examining capabilities required to navigate various scenarios. Practical solutions are developed to strengthen national strategies.
Focus Areas of Strategic Councils
The initiative comprises seven specialised councils focusing on areas such as Economy and Tourism, Artificial Intelligence and Technology, Food and Water Security, Future of Work and Skills, Energy and Infrastructure, Trade and Investment, and Health and Wellbeing. Each council addresses specific focus areas crucial for national development.
A main session titled "Strategic Optionality: Designing Governments That Thrive in Uncertainty" was presented by Rudolph Lohmeyer from Kearney Inc. It highlighted adopting strategic choices that enhance governments' readiness for unforeseen challenges. A panel discussion moderated by Rebecca Ivey emphasised flexible policy development approaches.
Building Resilience through Collaboration
The programme combines theoretical expertise with real-world experience. It channels discussions into focus areas like identifying global threats, converting challenges into solutions, and determining necessary capabilities. The Councils propose actionable options aligned with "We the UAE 2031" Vision objectives.
By organising these councils alongside other significant meetings like Cybersecurity 2025, the UAE Government reaffirms its commitment to fostering a comprehensive global movement centred on humanity's progress. This ensures a sustainable future built on dialogue, knowledge exchange, and agile decision-making.
Leveraging Expertise for Strategic Planning
The "We the UAE 2031 Strategic Intelligence" platform utilises resources from over 2,500 international experts across more than 450 global sources. This helps build government strategies grounded in science and practical application. The Annual Meetings of Global Future Councils bring together over 700 experts from 93 countries discussing key themes like Technology and Governance.
This marks another milestone in the longstanding partnership between the UAE Government and WEF. Over nearly two decades, they have engaged more than 12,000 officials worldwide through numerous Global Future Councils.
