The World Governments Summit Organization (WGS), in collaboration with Arthur D. Little (ADL), has unveiled a report titled ‘Urban Security: Enabling Cities of the Future’. This report provides actionable insights for governments, civil society, and the private sector to manage urban design and security as cities evolve. The study highlights the importance of safety in achieving long-term urban transformation benefits.
The report examines the connection between urbanisation and crime, presenting a methodology for predicting crime in changing urban areas. It includes case studies from Delhi, Singapore, and Buenos Aires. These examples illustrate how different cities address security challenges while undergoing rapid development. The findings underscore the necessity of prioritising urban security as a national concern.
Arthur D. Little's research reveals a strong link between economic growth and societal factors like GDP per capita and UN Human Development Index (HDI) performance. Higher HDI scores correlate with lower crime rates, suggesting that economic development positively impacts urban security. This relationship highlights the need for well-designed urban centres that drive productivity, prosperity, and sustainability.
Reem Baggash from WGS emphasised modernising security to create safer future cities. She stated, "As the world’s cities continue to advance and evolve, the need for security in various forms is paramount. Not only does security underpin economic stability and social cohesion, but it also enhances quality of life and boosts a city’s ability to attract investment and talent."

The report stresses a holistic approach to successful economic and urban transformation. Balancing growth with infrastructure, service, and technology needs is crucial for citizens' future demands. Addressing public safety enhances livability, tourism, business localisation, and foreign direct investment (FDI). National security improvements create positive momentum in economic development.
Alexander Buirski from Arthur D. Little Middle East & India highlighted essential steps for urban transformation success. He noted that "There is no one-size-fits-all approach. However, success requires collaboration and information sharing across agencies, balancing whole-of-government reforms, city-level initiatives, modernising policing, and upholding national security standards."
Coordinated Efforts for Urban Security
The report calls for coordinated efforts across all government levels to ensure successful urban security transformation. Emerging megatrends like AI, blockchain, and cybersecurity are reshaping societal structures. Traditional approaches are becoming less effective in this evolving landscape.
Buirski further explained that stakeholders must consider human development's impact on future public safety requirements to unlock economic growth potential. He added: "Moving forward, city stakeholders need to carefully consider the impact of human development and urbanisation initiatives on future public safety and security requirements to unlock the full potential of engines of economic growth, innovation, and social cohesion."
