Universal Accessibility Code Launched In Riyadh To Support People With Disabilities And Enhance Quality Of Life
The Royal Commission for Riyadh City (RCRC) has introduced the Universal Accessibility Code for People with Disabilities in Riyadh. This initiative aims to ensure that residents and visitors with disabilities can access and navigate the city independently. The code is designed to create an inclusive environment, allowing individuals to engage in various activities without barriers.
Eng. Ibrahim bin Muhammad Al-Sultan, Minister of State and RCRC CEO, expressed gratitude to King Salman bin Abdulaziz Al Saud and Crown Prince Mohammed bin Salman for their support. He stated: "The launch of the code reflects the unwavering support and commitment of the wise leadership to empowering and integrating people with disabilities as active members of society. This will significantly enhance the quality of life for residents and visitors while positioning Riyadh among the world’s leading cities in universal accessibility for people with disability and as a prime regional and international tourist destination."

The Universal Accessibility Code outlines essential requirements for both indoor and outdoor areas of buildings. These include parking spaces, ramps, entrances, elevators, restrooms, and more. The aim is to ensure that individuals with disabilities can easily navigate all aspects of buildings and facilities.
Developed in Arabic and English, the code is based on local and international standards. It addresses various types of disabilities such as physical, visual, auditory, cognitive, and temporary impairments. This approach ensures that both current and future projects meet accessibility needs while reducing future retrofit costs.
The implementation of this code will occur in phases. New public sector buildings must comply immediately. Existing government facilities in Riyadh will begin upgrades in Q1 2025. In the private sector, new facilities will adhere from Q1 2025, with existing structures undergoing improvements over three years.
Building completion certificates and professional licenses issued by Riyadh Municipality will require compliance with this code. This ensures that all new constructions meet accessibility standards from the outset.
Alignment with Saudi Vision 2030
This initiative supports Saudi Vision 2030 by empowering individuals with disabilities through access to suitable employment and education opportunities. The vision aims to foster independence and integration into society by providing necessary facilities and tools for success.
The program aligns with national efforts like establishing the Authority for the Care of People with Disabilities. It also complements initiatives like the Disability Rights System, reinforcing rights and promoting inclusion within society.
Human Rights Considerations
Universal accessibility is recognised as a fundamental human right under Article 27 of the Basic Law of Governance. This article guarantees citizens' rights during sickness or disability while supporting social security systems.
Article 26 further mandates protection of human rights according to Sharia principles, ensuring justice, equality, and non-discrimination on any basis including disability.
The launch underscores RCRC's dedication to improving urban accessibility in Riyadh. It enhances access to education, healthcare, workplaces, public transport, and essential services while positioning Riyadh as a global leader in universal accessibility.
