Unified System Established To Govern Students' Practical Training In Higher Education Institutions

The Ministry of Higher Education and Scientific Research (MoHESR) has introduced Ministerial Resolution No. (173) of 2025. This resolution establishes a unified framework for practical training in higher education institutions (HEIs). The aim is to align educational outcomes with labour market demands, ensuring the quality and effectiveness of these training programmes.

Dr. Mohammed Al Mualla, Undersecretary of MoHESR, emphasised the Ministry’s dedication to enhancing practical training. He stated, "Practical training bridges theory and real-world experience, equipping students with the skills needed to succeed and innovate in the workforce. The resolution provides clear governance frameworks, ensuring the programmes offer structured, hands-on training that prepares students for the future."

New Framework for Practical Training in HEIs

The new decision introduces a governance system that aligns practical training with national development goals. This system aims to improve transparency, accountability, and the overall quality of higher education. It also supports collaboration between HEIs and both public and private sector training providers.

Dr. Al Mualla further explained that this framework enhances cooperation between HEIs and training providers. It ensures high-quality, safe, and engaging training under experienced supervision. "The new framework bolsters collaboration between HEIs and training providers in the public and private sectors, ensuring high-quality, safe and engaging training under experienced supervision," he added.

The resolution outlines specific responsibilities for HEIs to strengthen practical training governance. These include collaborating with training providers to meet student needs and institutional objectives while ensuring safe environments. Supervisors at both institutions and provider premises must be qualified to assess student performance effectively.

Additionally, HEIs are required to create clear training plans and formalise agreements with providers. They must monitor student progress through assessments and field visits while maintaining comprehensive records. Detailed reports are necessary to implement robust oversight mechanisms for these programmes.

This decision supports the UAE’s vision of fostering a competitive economy driven by innovation and knowledge. It aligns with global best practices in higher education by preparing graduates to excel professionally across various sectors. The goal is for them to contribute significantly to a sustainable future for the UAE while competing regionally and internationally.
