UNESCO Report Highlights Saudi Arabia's Significant Achievements In Artificial Intelligence Readiness

The United Nations Educational, Scientific and Cultural Organization (UNESCO) has released a report evaluating Saudi Arabia's readiness in artificial intelligence (AI). This assessment highlights the Kingdom's significant progress in AI, positioning it as a global leader in adopting advanced technologies. The report is part of UNESCO's initiative to support member states by evaluating their preparedness for AI implementation using its Readiness Assessment Methodology (RAM), which aligns with ethical principles and international standards.

Saudi Arabia's journey in AI began with the establishment of the Saudi Data and AI Authority (SDAIA) in 2019. This was followed by the launch of the National Strategy for Data and Artificial Intelligence in 2020. The report commends the government's efforts to advance AI, citing achievements in regulatory frameworks that enhance innovation while managing risks. It also highlights collaboration between public and private sectors, advancements in education, professional standards, and women's empowerment in AI.

Saudi Arabia's AI Achievements Highlighted by UNESCO

Saudi Arabia has achieved notable milestones in AI, including leadership in global indicators. The Kingdom ranked first globally for "Government Strategy for Artificial Intelligence" according to the 2024 Global Artificial Intelligence Index. It also secured second place globally for societal awareness of AI as per the 2023 Artificial Intelligence Index and first regionally for overall AI performance.

The report underscores advancements in technical infrastructure, such as increasing data center capacity to 204 megawatts by 2023. Initiatives like launching the supercomputer "Shaheen III" and improving digital connectivity through platforms like SPINE were also highlighted. These developments are crucial for supporting the Kingdom's growing AI capabilities.

In research and innovation, Saudi Arabia has seen a significant rise in AI-related scientific publications, which more than doubled from 4,100 in 2019 to 10,500 by 2023. Establishing centers of excellence like the KAUST-SDAIA Center has been pivotal in fostering innovation within the field. These efforts reflect Saudi Arabia's commitment to becoming a hub for AI research.

The report also emphasizes Saudi Arabia's investments exceeding $3.9 billion in AI by 2023. This financial commitment supports national companies specializing in AI technologies. Additionally, the Kingdom hosts the Global Artificial Intelligence Summit, a prominent platform for international dialogue and collaboration on AI.

Empowering Women and Enhancing Cooperation

Women's participation in technical fields has increased significantly from 20% in 2017 to 34% by 2024. This progress reflects Saudi Arabia's dedication to empowering women within the workforce, particularly in technology sectors. Such initiatives are essential for achieving inclusive growth through technological advancements.

Assistant Director-General for Social and Human Sciences Gabriela Ramos praised SDAIA’s governance frameworks. She expressed appreciation for Saudi Arabia's cooperation with UNESCO and confidence in achieving sustainable outcomes through AI. Ramos noted that Saudi Arabia has a clear roadmap to leverage AI technologies effectively.

The Kingdom actively participates in international conferences and forums on AI, enhancing global cooperation. By hosting events like the Global Artificial Intelligence Summit, Saudi Arabia strengthens its role as a leader in this rapidly evolving field.

UNESCO’s Readiness Assessment Methodology (RAM) evaluates countries' preparedness for ethical implementation of AI across six areas: national governance, legislation, society, culture and economy, research and education, economic dimensions, and technical infrastructure. In Saudi Arabia’s case, these assessments highlight its comprehensive approach to integrating AI responsibly.

The report concludes by acknowledging Saudi Arabia’s strategic investments and initiatives that have positioned it as a model nation for adopting advanced technologies responsibly while fostering global partnerships.
