UNESCO Report Highlights Saudi Arabia's Significant Advancements In Artificial Intelligence
The United Nations Educational, Scientific and Cultural Organization (UNESCO) has published a report assessing Saudi Arabia's readiness in artificial intelligence (AI). This document highlights the Kingdom's significant progress in AI, positioning it as a global leader in adopting advanced technologies. The report is part of UNESCO's initiative to evaluate member states' AI preparedness using its Readiness Assessment Methodology (RAM), aligning with ethical principles and international standards.
Assistant Director-General for Social and Human Sciences Gabriela Ramos praised Saudi Arabia's efforts in establishing strong governance frameworks for AI. She acknowledged the cooperation between Saudi Arabia and UNESCO, expressing confidence in the Kingdom’s ability to achieve sustainable outcomes through AI. Ramos noted the clear roadmap Saudi Arabia has for leveraging AI technologies to deliver fair and inclusive results.

The report reviewed Saudi Arabia’s journey in AI, highlighting the establishment of the Saudi Data and AI Authority (SDAIA) in 2019 and the launch of the National Strategy for Data and Artificial Intelligence in 2020. It commended government support for driving AI progress, citing achievements in regulatory frameworks that enhance innovation while managing risks. Collaboration between public and private sectors, advancing education, raising professional standards, and empowering women in AI were also emphasized.
Saudi Arabia's notable achievements include leading global indicators. The Kingdom ranked first globally in "Government Strategy for Artificial Intelligence" according to the 2024 Global Artificial Intelligence Index. It also placed second globally in societal awareness of artificial intelligence as per the 2023 Artificial Intelligence Index, and first regionally in overall AI performance.
The report highlighted advancements in technical infrastructure such as increasing data center capacity to 204 megawatts by 2023. The launch of the supercomputer "Shaheen III" and improvements in digital connectivity through initiatives like the SPINE platform were also noted. These developments are crucial for supporting AI growth within the Kingdom.
In terms of research, scientific publications related to AI more than doubled from 4,100 in 2019 to 10,500 by 2023. Establishing centers of excellence like the KAUST-SDAIA Center played a key role in fostering innovation. Additionally, investments exceeding $3.9 billion were made by 2023, further solidifying Saudi Arabia's commitment to advancing AI.
Empowering Women and Global Engagement
The report recognized efforts to empower women within technical fields, with workforce participation rising from 20 percent in 2017 to 34 percent by 2024. This increase reflects a broader commitment to inclusivity within the sector. National companies specializing in AI have also been established, contributing significantly to this field.
Saudi Arabia's international presence was highlighted through hosting events like the Global Artificial Intelligence Summit—a major platform for dialogue and collaboration on AI topics. By actively participating in international conferences and forums, Saudi Arabia continues enhancing global cooperation within this rapidly evolving domain.
UNESCO's Readiness Assessment Methodology (RAM) evaluated six primary areas: national governance; legislation; society; culture; economy; research; education; economic dimensions; technical infrastructure. This comprehensive assessment underscores Saudi Arabia’s strategic approach towards ethical implementation of artificial intelligence across various sectors.
