UN Secretary-General António Guterres Launches UN80 Initiative To Enhance UN System Efficiency

The United Nations is undergoing a significant transformation under the guidance of Secretary-General António Guterres. The organisation is crafting a roadmap to unify its structures, streamline operations, and enhance digital platforms. This initiative, known as UN80, aims to modernise the UN's approach to peace, security, development, and human rights.

Launched in March, the UN80 Initiative focuses on three main priorities: improving operational efficiency, evaluating how mandates from Member States are executed, and exploring structural reforms across the UN system. These efforts are expected to lead to substantial budget reductions by 2026.

Guterres Unveils UN80 Initiative for UN Reform

One of the primary goals of the UN80 Initiative is to enhance operational efficiency. This involves consolidating services, relocating operations to more cost-effective locations, and increasing the use of automation and digital platforms. Departments in New York and Geneva have been tasked with assessing whether some teams can be moved to lower-cost duty stations or even eliminated.

The second focus area involves reviewing how existing mandates are implemented. While the mandates themselves remain under Member States' jurisdiction, a preliminary review has identified over 3,600 unique mandates for the Secretariat alone. A comprehensive analysis is now underway to address this complexity.

The third workstream centres on structural reform within the UN system. Nearly 50 initial submissions have been received from senior officials, showcasing a high level of ambition and creativity. Key areas for review include peace and security, development, human rights, humanitarian efforts, training and research, and specialised agencies.

Guterres emphasised that these changes aim to make a real-world difference in people's lives. He stated that success should not be measured by reports or meetings but by tangible improvements in people's lives. "The measure of success — the value, purpose and aim of our work — is in the real-world difference we make in the lives of people," he said.

Commitment to Core Values

The Secretary-General stressed the importance of adhering to core values and principles outlined in the UN Charter. He highlighted that peace and security, development, and human rights must reinforce each other while maintaining geographical balance in workforce strategies related to gender and disability.

Guterres also noted that smaller Member States face challenges due to limited resources when implementing numerous mandates. The ongoing review aims to alleviate this burden by streamlining processes and reducing bureaucracy.

This initiative represents a crucial opportunity for strengthening the UN system while advancing Sustainable Development Goals (SDGs). The needs of those served by the UN remain central throughout this transformative process.

The conclusions drawn from these efforts will be reflected in revised estimates for the 2026 budget later this year. Additional changes requiring further analysis will be included in proposals for the 2027 budget.
