UN Calls For Increased Support For Emergency Response Fund As Humanitarian Needs Rise

UN Secretary-General António Guterres has called on the global community to enhance support for the UN Central Emergency Response Fund (CERF). He described it as a "global emergency lifeline" that efficiently provides timely and adaptable aid during severe crises. This appeal coincided with the launch of the 2026 global humanitarian appeal, which seeks $23 billion to assist 87 million people in dire need across 50 countries.

Since its inception in 2006, CERF has distributed nearly $10 billion across more than 110 countries. This rapid and strategic funding often arrives before other aid sources, saving numerous lives. However, Guterres cautioned that increasing humanitarian demands are depleting resources, endangering millions of lives. He urged member states to meet the US$1 billion target for CERF.

Guterres highlighted a worrying decline in donor contributions since 2025, predicting this year's donations could be the lowest since 2015. He described this as a "dangerous trend" that undermines response capabilities. Consequently, many have died or faced hunger and lack essential services like health care and shelter.

Tom Fletcher, UN Emergency Relief Coordinator, echoed these concerns. "It’s not just a funding gap; it’s an operational emergency. And if the CERF falters, then the world’s emergency service will falter, and the people who rely on us will suffer," he stated. Fletcher emphasised that early interventions by CERF bolster community resilience before disasters occur.

Fletcher stressed the necessity for innovative humanitarian strategies in coming years. He advocated for new methods that expedite aid delivery, empower local partners, and make relief efforts more inclusive. Any decline in CERF's effectiveness would directly impair global response capabilities at crucial times, putting millions at risk.

Guterres reminded attendees of the commitment made two decades ago when establishing CERF: "In creating CERF 20 years ago, the international community made a simple promise: when disaster strikes, help will come." He urged renewal of this promise to ensure continued support for those in need.

The high-level pledging event underscored the urgency of addressing these challenges to maintain CERF's vital role in global emergency response efforts. As crises multiply worldwide, sustaining this fund is crucial to saving lives and providing essential services to vulnerable populations.
