The UN Security Council urged Libyan institutional stakeholders to engage sincerely and transparently, without preconditions, in a Libyan-led process facilitated by the UN Support Mission in Libya (UNSMIL). They emphasised the need for necessary compromises to advance this process. The international community was also called upon to support these efforts.

They urged all Libyan parties to adhere to the 2020 ceasefire agreement and avoid unilateral actions that could jeopardise civilian safety and security.

UN Security Council Advocates for Libyan Political Process

The briefing by Hanna Tetteh, Special Representative of the Secretary-General (SRSG), was welcomed by the Security Council. Tetteh outlined a road map for a Libyan-led political process aimed at ending the transitional period. This plan includes establishing unified institutions and conducting free, fair, transparent, and inclusive presidential and legislative elections within 18 months, as per Security Council resolution 2755 (2024).

In parallel with these efforts, a structured dialogue with Libyan institutional stakeholders and citizens is planned. This dialogue aims to foster collaboration and ensure that all voices are heard in shaping Libya's future.

The recent completion of Municipal Council Elections in 34 Libyan municipalities was acknowledged by the Security Council. They commended the High National Elections Commission for its dedication while noting that local elections were suspended in some areas. The council reiterated the importance of women's full, equal, meaningful, and safe participation in these processes.

Overall, the Security Council remains committed to supporting Libya's journey towards stability and democratic governance. By encouraging cooperation among stakeholders and ensuring inclusive participation, they aim to facilitate a peaceful transition for Libya.
