UN Security Council Calls On Israel To Respect UNRWA's Humanitarian Mandate For Palestinian Refugees

The United Nations Security Council has voiced significant concern regarding recent Israeli legislation passed by the Knesset. This law disrupts the operations of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The Council urged Israel to respect its international obligations, maintain UNRWA's privileges and immunities, and ensure swift delivery of humanitarian aid across Gaza.

In a unified statement, the Council emphasised UNRWA's essential role in providing life-saving aid to Palestinian refugees. This includes education, health, relief, and social services across the Occupied Palestinian Territories, Jordan, Lebanon, and Syria. The statement underscored that no other organisation can replace or fulfil UNRWA’s unique mandate.

The Security Council warned against any attempts to dismantle or reduce UNRWA's operations. They noted that disrupting its work would have severe humanitarian consequences for millions of Palestinian refugees who rely on its services. Such disruptions could also affect regional stability significantly.

The Council called on all parties to allow UNRWA to fulfil its General Assembly mandate. They stressed adherence to humanitarian principles such as humanity, neutrality, impartiality, and independence. Upholding international humanitarian law is crucial, including protecting UN and humanitarian facilities.

Catherine Colonna led an independent review of mechanisms ensuring UNRWA's adherence to humanitarian neutrality. The Council welcomed this review and urged quick implementation of its recommendations. They aligned these actions with UNRWA’s commitment to maintaining neutrality.

The Security Council also highlighted the dedication of UNRWA staff working under challenging conditions to fulfil their mandate. They acknowledged support from UN member states in strengthening assistance to UNRWA. This support is vital for continuing their critical work in aiding Palestinian refugees.

Facilitating Humanitarian Access

The Council urged all parties involved to take necessary steps for facilitating humanitarian aid access to civilians in Gaza. These actions should align with international humanitarian law. Ensuring safe passage for aid is essential for meeting the urgent needs of the civilian population.
