UN Expert Morris Tidball-Binz Condemns Israel's Strikes On Ein El-Hilweh Camp In Lebanon

The UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Morris Tidball-Binz, has condemned Israel's recent military actions in Lebanon. These include a deadly strike on the Ein el-Hilweh Palestinian refugee camp and repeated attacks on civilians and UN peacekeepers. "This is not an isolated incident but part of a disturbing pattern of lethal strikes in populated areas by Israel, and of total disregard for the ceasefire and for Lebanese peace efforts," Tidball-Binz stated.

According to reports, an Israeli drone strike on 18th November 2025 targeted Ein el-Hilweh, a Palestinian refugee camp near Sidon. This attack resulted in the deaths of at least 14 people, including 12 children, and injured at least six others. It marked the deadliest single strike since the November 2024 ceasefire. Israel claimed it was targeting a Hamas "training compound," but did not provide further details.

UN Expert Condemns Israel's Strikes in Lebanon

Tidball-Binz highlighted that these incidents are part of a broader pattern of unlawful killings and violations of the ceasefire agreement by Israel. The UN Human Rights Office reported that approximately 127 Lebanese civilians have been killed and several injured due to Israeli operations since the ceasefire began on 27th November 2024. These operations have targeted homes, vehicles, and other civilian objects in southern villages and along main roads.

The Special Rapporteur expressed concern over renewed attacks on UN peacekeepers with the United Nations Interim Force in Lebanon (UNIFIL). "Intentionally directing attacks against UN personnel is a war crime under international humanitarian law," he noted. Such actions severely undermine Lebanon's efforts to implement the ceasefire, restore peace, and ensure justice for its population.

Tidball-Binz urged Israel to immediately halt all attacks in Lebanon and comply fully with Security Council resolution 1701, the ceasefire terms, and its obligations under international law. He called for prompt, independent investigations into all alleged unlawful killings resulting from Israeli strikes in Lebanon since November 2024.

The Special Rapporteur also appealed to the international community to pressure Israel into fully implementing the November 2024 ceasefire. He stressed the importance of stopping further attacks on Lebanese territory and supporting independent investigations to hold those responsible accountable.

These repeated assaults on civilians and civilian objects are considered war crimes and violations of the UN Charter. "These incidents amount to international crimes and are serious violations of Security Council resolution 1701 and of Lebanon’s sovereignty," Tidball-Binz added.
