UK Export Finance Commits $3.5 Billion To Support Al Maktoum International Airport Expansion
Dubai's aviation sector received a significant boost at the Dubai Airshow 2025. The UK Export Finance (UKEF) announced a US$3.5 billion Expression of Interest to support UK businesses in the US$35 billion expansion of Al Maktoum International - Dubai World Central (DWC). This marks the first international interest for this mega-project, highlighting global confidence in Dubai's aviation strategy.
The announcement was made during a ceremony at the Dubai South Stand at the airshow. Sir Chris Bryant, UK Minister for Trade, presented the document to Khalifa Al Zaffin, Executive Chairman of Dubai Aviation City Corporation and Dubai Aviation Engineering Projects, and Paul Griffiths, CEO of Dubai Airports. This development underscores the strong partnership between the UK and Dubai.

Sir Chris Bryant stated that this expression of interest is a milestone reinforcing the UK's collaboration with Dubai on world-class infrastructure projects. He noted that Al Maktoum International Airport will redefine global aviation, offering British suppliers opportunities to demonstrate their advanced capabilities. The project aims to create significant opportunities for UK businesses.
Khalifa Al Zaffin highlighted that the airport expansion is being executed through a structured programme focusing on advanced engineering and resilient design. He emphasised that this step brings valued international support to a project built on clear technical standards and disciplined delivery frameworks. The goal is to make Dubai the aviation capital of the world.
Suzanne Al Anani expressed that the Expression of Interest letter reflects strong international confidence in DAEP's engineering-led delivery approach for Al Maktoum International Airport's expansion. She mentioned that DAEP focuses on clear specifications, modular construction, sustainability, and resilient infrastructure. Qualified UK suppliers are encouraged to participate through procurement frameworks as they scale up future phases.
Paul Griffiths described the airport expansion as a unique opportunity to rethink airport functionality and passenger experience. He said this letter adds international momentum to a project set to transform capacity and connect communities while enhancing traveller experiences. The long-term vision for Al Maktoum International Airport is strengthened by today's support.
Long-Term Impact on Global Aviation
The expansion aims to accommodate up to 150 million passengers annually by early 2030s, with plans extending capacity to 260 million passengers over time. Emphasising innovation, sustainability, and integrated transport systems will solidify Dubai’s position as a global gateway for people and commerce.
The event was attended by Edward Hobart, British Ambassador to the UAE, senior executives from Dubai Airports, DACC, DAEP, and Dubai South. Also present were senior officials from the British Embassy in UAE, visiting ministerial delegates, aviation partners, and international media members.
