UAE Government Launches Second Phase Of Zero Bureaucracy Programme To Enhance Service Delivery

The UAE is setting a global benchmark for government services under the leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan. The focus is on efficiency, quality, and impact to enhance citizens' lives. By adopting best practices and technology, the government aims to provide streamlined services that require minimal effort from its people.

His Highness Sheikh Mohammed bin Rashid Al Maktoum announced the second phase of the Zero Government Bureaucracy programme. This initiative aims to simplify and speed up government services. The first phase reduced service delivery time by over 70%, eliminated more than 4,000 unnecessary procedures, and saved customers over 12 million hours.

UAE Launches Phase 2 of Zero Bureaucracy Programme

The programme serves as a national framework for Zero Bureaucracy projects, uniting all ministries and government entities. Its strategic goal is to position the UAE as a leader in service delivery by achieving zero bureaucracy. Over 30 government entities and 690 teams have been involved in streamlining procedures.

Mohammad Al Gergawi, Minister of Cabinet Affairs, highlighted the achievements of the first phase. He noted that it aligns with the UAE leadership's vision to prioritise citizen services and improve processes continuously. The efforts resulted in significant savings of over AED 1.12 billion annually for the public and businesses.

The next phase will focus on reducing unnecessary procedures further and achieving zero digital bureaucracy. This involves ensuring a 24-hour uptime for digital systems and enhancing digital integration between government entities. The aim is to improve the overall digital customer experience significantly.

During the launch event in Dubai, attended by over 200 ministers and officials, His Excellency Abdullah bin Sultan bin Awad Al Nuaimi highlighted the Ministry of Justice's achievements in eliminating bureaucracy. The Ministry won first place as the Best Government Team at the Zero Bureaucracy Awards.

Private Sector Insights

An interactive session titled "Zero Bureaucracy and the Private Sector" concluded the workshop. Participants included Marwan Ibrahim Haji Nasser from Tadawi Healthcare Group and Fouad Mansoor Sharaf from MAF Properties. They discussed how eliminating bureaucracy impacts private sector efficiency and service excellence.

Mohammed bin Taliah outlined that the second phase will focus on removing redundant requirements and enhancing government integration. It will also involve data sharing, developing innovative solutions, and adopting leading business practices to streamline operations further.

The Zero Government Bureaucracy programme was launched in November 2023 to simplify procedures by eliminating unnecessary requirements. The first phase aimed to reduce 2,000 government procedures and cut processing times by half, reflecting a commitment to creating a future-forward experience that attracts talent and fosters a pro-business environment.

The programme's initial success established a new model for government operations by re-engineering processes through internal teams. This translated into significant time savings for customers and businesses while recognising top-performing teams with awards valued at AED 7 million.

The UAE continues its journey towards becoming a global leader in efficient governance through these initiatives. By focusing on digital integration and reducing bureaucracy, it aims to enhance both public sector operations and private sector performance quality.
