World Governments Summit: 377 Leaders Graduated From 45 Countries

His Highness Sheikh Mohammed bin Rashid Al Maktoum attended a graduation ceremony for 377 officials from 45 countries during the World Governments Summit 2026. The event celebrated participants who completed 17 international government leadership programmes, highlighting the UAE Government’s role in developing public sector skills and supporting international cooperation on future-ready governance.

The graduates represented a range of sectors, including health, energy, security, tourism, education, finance, technology and artificial intelligence. Their training focused on leadership, policy design and future trends. The ceremony showed how international government leadership programmes are being used to prepare senior officials to manage complex global challenges and improve services for communities worldwide.

The cohort included members of the Global Government Leadership Programme, linked with the UAE Government Leaders Programme. Others completed the Executive Leadership Programme of the Government of Nigeria, the Executive Leadership Programme of the Government of Indonesia, the Executive Leadership Programme of the Government of Lebanon, the Executive Leadership Programme of the Government of Brazil and the Executive Leadership Programme of the Government of Montenegro.

Additional participants graduated from regional and thematic courses such as the Africa and Asia Leadership Programme and the Latin America and Caribbean Leadership Programme. Specialised tracks included the International Health Leadership Programme, the International Energy Leadership Programme, the International Tourism Leadership Programme and the International Finance Leadership Programme, each designed with a sector partner to address specific policy and operational needs.

The programmes were organised under the UAE Government Knowledge Exchange Programme, which aims to share policy experience and technical expertise with partner governments. Collaborations involved the Ministry of Health and Prevention, the Ministry of Education, the Ministry of Interior, Dubai College of Tourism, Emirates Institute of Finance, Mohammed bin Zayed University of Artificial Intelligence and Dubai Future Academy.

H.H.Sheikh Mohammed stated: "The UAE’s future-forward strategic vision is rooted in building bridges of cooperation and forging global partnerships to meet humanity’s aspirations for a better future. By providing platforms for meaningful dialogue and the exchange of knowledge and expertise, we aim to modernise government and empower a new generation of leaders with the tools to navigate the future."

His Highness added: "The continued achievements in government knowledge exchange, initiated through the World Governments Summit, are a source of pride for the UAE and its regional and global partners. They are the result of productive international cooperation that manifests today in the graduation of distinguished government leaders from 45 countries, who are capable of making a positive impact in their communities."

H.H. Sheikh Mohammed bin Rashid said that the UAE, under the leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, believes that exchanging knowledge and expanding international collaboration strengthens future governments. His Highness noted that this approach helps enhance quality of life worldwide and is closely tied to the mission of the World Governments Summit.

His Highness explained that the World Governments Summit focuses on improving government performance, advancing societal wellbeing and designing long-term solutions for coming generations. The graduation ceremony, attended by Mohammed Al Gergawi, Minister of Cabinet Affairs and Chairman of the World Governments Summit, demonstrated how government leadership programmes translate that vision into practical training outcomes for public officials.
