UAE Welcomes Delegates To The 28th Universal Postal Congress In Dubai For Global Postal Innovation
The 28th Universal Postal Congress is set to take place in Dubai from September 8 to 19, 2025, at the Dubai World Trade Centre. This significant event will gather high-level delegations from 192 member states of the Universal Postal Union (UPU), with over 2000 participants expected, including virtual attendees. Hosting this Congress highlights the UAE's dedication to advancing the postal and logistics sector while fostering international cooperation across trade and service networks.
Held every four years, the Congress serves as the supreme decision-making body of the UPU, a specialised United Nations agency focused on postal matters. The event attracts ministers, heads of national postal institutions, and senior experts from both public and private sectors. This year's Congress comes at a crucial time for the global postal system, which is undergoing rapid changes due to eCommerce growth, digitalisation, and increasing demands for quality, reliability, and cybersecurity.

The Congress will focus on adopting the UPU’s new strategy for 2026-2029, named the ‘Dubai Strategy’ in honour of the host nation. Delegates will also elect the UPU Director General and Deputy Director General for the next cycle. Additionally, member states for the Council of Administration and Postal Operations Council will be chosen to oversee strategy implementation and operational policies.
Sultan bin Saeed Al Mansoori, Chairman of the Supreme Supervision & Preparation Committee for the Congress, stated that hosting this global event underscores the UAE's vital role in developing an integrated international ecosystem that enhances communication and creates platforms for meaningful dialogue aimed at crafting future-focused policy. Since joining the UPU in 1973, and aligning with the ‘We the UAE 2031’ vision, our country continues to play an active role in advancing the global postal network by leveraging innovation, data governance and financial inclusion.
The UAE's position as a thriving hub for innovation, logistics, and connectivity is reinforced by hosting such major international gatherings. These events promote dialogue and help design forward-looking policies. The Congress aims to deliver comprehensive outcomes like updates to postal products and remuneration mechanisms. It also seeks improved service quality standards and robust collaboration between postal institutions and broader ecosystem partners.
Badr Al-Olama, Honorary Chair of Congress and Chairman of the Board of Directors at 7X, emphasised that "The Congress serves as the primary platform for channelling international efforts towards a more inclusive, secure and efficient postal and logistics system." He added that "The projected results, especially the UPU Postal roadmap or ‘Dubai Strategy’, will boost digital integration and enhance service experience for individuals and businesses by embracing unified standards."

The Government of the United Arab Emirates is hosting this event in collaboration with key federal and local authorities as well as regulatory partners. This ensures an integrated regulatory ecosystem providing a seamless experience for all delegates.
