UAE Takes Action: What Is Umm Al Quwain's Comprehensive Latest Decree For Stray Animal Welfare?
Sheikh Saud bin Rashid Al Mu'alla, Supreme Council Member and Ruler of Umm Al Quwain, has enacted an Emiri Decree to manage stray animals in Umm Al Quwain.
Decree No. 9 of 2024 mandates that the Umm Al Quwain Municipality Department will capture and confine stray animals in designated areas.
The decree specifies that any animal found without an owner will be considered a stray. The municipality can confiscate such animals if their keeper or owner does not request their return within three days. The Municipality Department holds the authority to decide on the disposal of these stray animals as it sees fit.
The department must adhere to established procedures to grant authorised employees the status of judicial police officers. This status allows them to control and document violations according to local and national legislation. Any existing legislation in the Emirate that conflicts with this decree will be repealed. The decree is effective immediately upon issuance and will be published in the Official Gazette.
