UAE Plays Key Role In Sudan Crisis Discussions, Focuses On Humanitarian Aid

The UAE engaged in discussions about Sudan in Switzerland from 14th to 23rd August 2024. These meetings were organised by the United States and co-hosted by Saudi Arabia and the Swiss Federation under the ALPS group, which stands for Aligned to Advance Lifesaving and Peace in Sudan. The format included representatives from the UAE, USA, Egypt, Saudi Arabia, Switzerland, the African Union, and the United Nations.

Lana Nusseibeh, Assistant Minister for Political Affairs at the Ministry of Foreign Affairs and head of the UAE delegation, highlighted the dire humanitarian situation in Sudan. She stated: "The humanitarian situation in Sudan is intolerable. The need for humanitarian assistance is overwhelming and aid groups must be able to deliver aid to people in need, wherever they are. The UN’s World Food Program knows how to stop and prevent famine. Our message to all parties is unequivocal – let them do their job."

UAE Aids Sudan Crisis Talks

Over the past decade, the UAE has provided more than US$3.5 billion in humanitarian aid to Sudan, including $230 million since the current crisis began. Nusseibeh emphasised that they are committed to continuing their efforts to support the people of Sudan.

The talks built upon the Jeddah Agreements' foundation. The UAE joined other participants in expressing gratitude to Saudi Arabia for their dedication and to the USA for their active diplomacy. Nusseibeh noted: "We welcome the new format in which we have met over the past 10 days. The focus and drive of everyone around the table has already led to tangible improvements for the people of Sudan."

Practical steps were agreed upon regarding humanitarian access and civilian protection. This includes allowing the UN to use the Adre border crossing into Sudan and facilitating aid delivery to those suffering famine in Zamzam camp and other areas in Darfur. Additional commitments were made to expedite access for those in need.

Focus on Women's Perspectives

The UAE particularly focused on integrating Sudanese women's perspectives into peace and humanitarian efforts within the ALPS process. They are committed to continuing consultations with Sudanese women, promoting their goals, and ensuring protection for all civilians, including women and girls, from violations of international humanitarian law.

Nusseibeh expressed regret that not all parties participated in these talks but appreciated the creative diplomacy that allowed participants to focus on tangible outcomes for Sudanese people: "We did not make the progress we would have wished on a full cessation of hostilities that would lead to an end to the war, and we of course regret the fact that one party chose not to participate in these talks."

RSF Commitments

The RSF committed during talks to new directives on civilian protection, addressing issues like sexual violence, child recruitment, and forced disappearances. This commitment was seen as a significant step towards improving conditions for civilians.

Nusseibeh concluded by reaffirming UAE's commitment: "The UAE remains committed to supporting the people of Sudan in restoring peace to their country, and ensuring delivery of aid they so desperately require."
