UAE President Mohammed Bin Rashid To Open Third Ordinary Session Of FNC On November 24

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, will inaugurate the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on behalf of President His Highness Sheikh Mohamed bin Zayed Al Nahyan. The event is scheduled for Monday, 24 November.

The session will be attended by Their Highnesses the Crown Princes, Deputy Rulers, senior civil and military officials, and members of the diplomatic corps. Before the session begins, H.H. Sheikh Mohammed will be welcomed by Saqr Ghobash, Speaker of the FNC.

UAE FNC Session Opening by Sheikh Mohammed

The session is convened under Federal Decree No. (151) of 2025, issued by His Highness the President. This decree calls for the third ordinary session of the 18th legislative chapter of the FNC and is executed by the Speaker of the Council. The decree will be published in the Official Gazette.

During this session, two new observers will be elected, and standing committees will be formed as per Articles (40) and (45/d) of the Internal Regulations of the Council. Observers are chosen at each annual session's start, while standing committees are reconstituted at the beginning of both first and third sessions in every legislative term.

The Council will also review Federal Decree No. (73) of 2025, which officially closes the second ordinary session of this legislative chapter. Additionally, previous communications sent to the Government on various policy matters will be reviewed by the FNC.

The Government will provide updates on key topics approved for discussion during this session. These updates are crucial for ensuring that all members are informed about ongoing issues and developments.

Budgetary Considerations

A draft federal law linking the Union’s general budget with independent federal entities' budgets for 2026 will also be considered. This draft has been referred to the Financial, Economic and Industrial Affairs Committee for further examination.

This meeting marks an important step in continuing legislative processes and ensuring that all necessary governmental functions are carried out efficiently within this new session framework.
