UAE Paraguay Bilateral Ties Strengthened During World Governments Summit 2026 Talks And MOUs
UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan met President Santiago Peña of Paraguay during a working visit linked to the World Governments Summit 2026, where both sides reviewed bilateral cooperation, assessed active projects, and witnessed the exchange of several agreements in key economic and infrastructure sectors.
The discussions at Qasr Al Bahr in Abu Dhabi focused on how the UAE and Paraguay can expand joint work across trade, energy, infrastructure, development and other priority fields, with both leaders underlining shared interests and the goal of supporting long-term prosperity for communities in both countries.
His Highness Sheikh Mohamed bin Zayed and President Santiago Peña oversaw the exchange of a Memorandum of Understanding covering energy and infrastructure, signed between Her Excellency Reem bint Ebrahim Al Hashimy, Minister of State for International Cooperation, and His Excellency Javier Giménez, Minister of Industry and Commerce of Paraguay.
A second Memorandum of Understanding, between Abu Dhabi Airports and Paraguay’s National Directorate of Civil Aviation (DINAC), concerns work on Silvio Pettirossi International Airport and was exchanged by Ahmed Al Shamisi, Acting Chief Executive Officer at Abu Dhabi Airports, and Her Excellency Marianna Saldivar, Executive Secretary of the Presidential Delivery Unit in Paraguay.
The leaders also observed the exchange of a Heads of Terms agreement for an Urban Rail Project, signed between His Excellency Shadi Malak, CEO of Etihad Rail, and His Excellency Javier Giménez, supporting potential collaboration on rail infrastructure and related transport development between the UAE and Paraguay.

During the meeting, the two presidents exchanged perspectives on regional and international developments of common interest, stressing the value of diplomatic engagement, dialogue and negotiated solutions in addressing disputes and conflicts, and highlighting that peace and stability support development efforts that benefit all peoples.
Talks also covered ways the World Governments Summit 2026 can help both countries share policy experience, explore innovation in government work, and connect with other participating states, with an emphasis on public services, sustainable growth and modern infrastructure planning in line with national development strategies.

The meeting was attended by H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes’ Affairs, H.H. Sheikh Hamdan bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Special Affairs, along with several ministers, senior officials and members of the Paraguayan delegation.
The visit, discussions and signed documents together reflect ongoing growth in relations between the UAE and Paraguay, with both leaderships signalling a clear interest in expanding cooperation across economic, infrastructure and diplomatic tracks while supporting shared objectives for stability and sustainable development.
