UAE And Montenegro Launch Executive Leadership Programme To Enhance Government Officials' Skills

The UAE and Montenegro have introduced the "Montenegro Executive Leadership Programme" to enhance government leadership skills. This initiative is part of their collaboration in modernising government operations. It aims to equip 23 officials with the necessary tools, experience, and global insights to address challenges and lead transformative efforts in their respective sectors.

The programme, developed in partnership with Hamdan Bin Mohammed Smart University (HBMSU) and several UAE entities, includes knowledge visits, meetings, and interactions with 19 UAE experts. It focuses on six key areas: financial management, tourism, public security, cybersecurity, digitalisation and artificial intelligence, and leadership skills.

UAE and Montenegro Launch Leadership Programme

This initiative serves as an advanced platform for exchanging expertise and developing strategic skills among government leaders. By focusing on innovation adoption, collaboration, and sustainable development, it aims to improve institutional and administrative efforts within Montenegro's government.

The tourism aspect is offered through Dubai College of Tourism. Public security is addressed with the National Emergency, Crisis and Disaster Management Authority (NCEMA), while cybersecurity is coordinated with the UAE Cyber Security Council. These collaborations ensure comprehensive coverage of essential topics.

The programme combines virtual learning with field visits, applied projects, and leadership engagements. This approach ensures participants receive detailed and practical content tailored to their needs. The cohort includes senior officials such as deputy heads of cabinets, ambassadors, advisers, directors-general, directors, and executive leaders.

Abdulla Nasser Lootah emphasised the importance of continuous learning for developing future-ready governments. He stated that building capacities based on sustainable learning is crucial for governments aiming to keep pace with rapid developments.

Strategic Partnerships for Knowledge Exchange

The "Montenegro Executive Leadership Programme" marks a significant step in bilateral cooperation between the UAE and Montenegro. It strengthens knowledge exchange efforts by sharing best practices developed by the UAE Government across various fields.

In February 2025, during the World Governments Summit, both nations launched a strategic partnership under the Government Experience Exchange Programme. This partnership focuses on sharing expertise in government development and modernisation to enhance services and strengthen institutional capabilities.

Global Impact of Experience Exchange

The UAE's Government Experience Exchange Programme was initiated to share best practices with partner nations while enhancing cooperation in government modernisation. Since its start in 2018, it has formed partnerships worldwide to support capacity-building through experience exchange in strategic planning and service leadership.

This programme has successfully improved government performance by implementing strategic initiatives and strengthening institutional capabilities globally. It continues to foster international collaboration by exchanging successful experiences and best practices across different domains.
