MoHRE AI Automation Completes 13 Million Transactions Without Human Intervention In The UAE
The Ministry of Human Resources and Emiratisation reports that around 13 million services were completed using automation and artificial intelligence from the beginning of the year until 10 December 2025, without human involvement. These smart processes span many core functions, support the Zero Government Bureaucracy programme, and strengthen the UAE labour market within the 'We the UAE 2031' vision.
This large volume of automated work includes employment, business and labour market services, which are now available around the clock through digital channels. The approach supports faster processing, reduces routine manual tasks for staff, and aligns with national goals to improve government performance and simplify access for establishments and individuals across the UAE.

A key part of this transformation is the AI-powered system for work permit quotas, which manages allocations for establishments. The Ministry explains that the system streamlines submissions, supports business continuity, and proactively sets quotas based on each establishment’s situation and activity level, helping companies plan their workforce needs more accurately and with less delay.
From the beginning of the year until October, this AI quota platform processed over 11 million transactions through automation and artificial intelligence. During the same period, it granted around 900,000 quotas to establishments. These figures highlight how digital systems now handle high‑volume labour procedures that previously depended heavily on manual review and approval.
The Ministry states that its upgraded system aims for operational excellence by using data to support decisions and manage potential risks. The design addresses issues such as long processing times, human error and weak data use. By relying on structured information and automated rules, the Ministry can handle requests more consistently and transparently.
Between February and October, the enhanced quota system automated about 175,000 requests out of 310,000, reducing human effort by 56%. It also cut the time needed to review and approve additional quota requests that do not require staff input by up to 99%, with completion dropping from 10 days to just one second.

Staff are trained to manage and monitor AI systems, while electronic integration with government partners allows faster information exchange. This combined setup makes it easier for businesses to complete employment procedures and meet compliance needs through integrated, user‑focused online services.
AI automation for UAE labour market quotas and services
The quota platform uses artificial intelligence to grant initial quotas automatically once eligibility is confirmed. The system checks establishment data, verifies criteria and then issues quotas that match operational needs. For extra quotas, predictive models estimate demand and automatically approve some applications, while other cases that fall outside set parameters move to a specialist committee.
The AI system includes self‑learning features that refine performance over time. It studies new data and reviews establishment behaviour patterns, then adjusts its expectations of workforce demand. This continuous training improves accuracy and the quality of outputs, supporting the Ministry’s long‑term strategy to embed sustainable automation and broaden digital service delivery across all labour market operations.
