MoHESR And Microsoft Collaborate To Advance AI-Driven Higher Education In The UAE
The Ministry of Higher Education and Scientific Research has signed a collaboration with Microsoft to apply Microsoft Azure and cloud AI tools to higher education in the UAE. The partners will design and test prototype AI agents that support teaching, research and skills development, while aligning all outcomes with the country’s national priorities and long-term knowledge-based economy goals.
Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, said, "The Ministry of Higher Education and Scientific Research is committed to strengthening the UAE’s position as a leading global hub for innovation and advanced research, in support of a sustainable, resilient, and future-ready nation." This collaboration is framed as part of that wider strategic direction.

Dr. Abdulrahman Al Awar explained that cooperation with companies such as Microsoft deepens links across the higher education and scientific research ecosystem. The approach seeks closer coordination between universities, researchers and industry partners, so that innovation outputs, research themes and new programmes clearly support UAE national missions and address practical economic and social needs.
Under the agreement, the Ministry of Higher Education and Scientific Research and Microsoft will continue exploring further uses of Microsoft Azure and Microsoft cloud AI capabilities. The two sides plan a participatory design process involving faculty members, students and industry representatives, and will examine technical collaboration in areas such as data analytics, machine learning and other AI applications relevant to higher education.
The work programme centres on four prototype AI agents, each with a distinct role. The Lifelong Learning and Skills Progression agent helps people understand in-demand skills and map learning pathways for careers. The Faculty Enablement and Course Co-Creation agent supports teaching staff in updating curricula and co-designing courses and credentials together with industry experts.
| AI agent | Primary focus |
|---|---|
| Lifelong Learning and Skills Progression agent | Career navigation, in-demand skills, structured learning pathways |
| Faculty Enablement and Course Co-Creation agent | Curriculum updates, joint course design with industry |
| Student Personalised Learning agent | Adaptive learning support, pace matched to each student |
| Research Mission Alignment agent | Connecting research with national missions and real-world challenges |
The Student Personalised Learning agent is designed to offer tailored support so that students can progress at a pace that matches individual needs. The Research Mission Alignment agent links research projects with national missions and real-world challenges, with the aim of increasing societal impact and ensuring that academic work contributes directly to priority sectors.
Agentic AI in UAE higher education: opportunities for students and educators
Amr Kamel, General Manager of Microsoft UAE, said, "Agentic AI represents a transformative opportunity for the public sector - especially in education- by enabling dynamic, personalised learning experiences and driving operational efficiencies." Kamel added that adopting agentic AI in education will help students and educators adapt in a fast-changing world.
According to Kamel, this adoption will also support the UAE’s position in global innovation and help prepare future generations to succeed in a knowledge-based economy. The Ministry’s collaboration with Microsoft forms part of a broader effort to build an interconnected ecosystem that equips students with skills relevant to the future labour market and supports the UAE’s wider development objectives.
