UAE Modernises Legislative System To Meet Current And Future Needs
The UAE has been actively updating its legislative framework throughout 2024. This effort aims to align with current needs and anticipate future changes. The focus is on simplifying regulations, clarifying roles, and streamlining procedures.
In 2024, President His Highness Sheikh Mohamed bin Zayed Al Nahyan issued a Federal Decree to establish the International Humanitarian and Philanthropic Council. This council oversees international humanitarian and philanthropic activities. Additionally, several humanitarian initiatives were launched in the UAE during this year.

A Federal Decree was issued by His Highness Sheikh Mohamed bin Zayed to create Erth Zayed Philanthropies. This initiative honours the legacy of generosity from the late Sheikh Zayed bin Sultan Al Nahyan, which continues through generations in the UAE. Another decree established the UAE Aid Agency, linked to the International Humanitarian and Philanthropic Council.
The UAE Aid Agency possesses an independent juridical personality and full legal capacity to operate. Its primary role is to implement foreign aid programmes aligned with international humanitarian policies. These efforts reflect the UAE's commitment to global humanitarian causes.
The UAE Government has amended provisions of the Federal Decree-Law on Anti-Money Laundering and Combating Terrorism Financing. This amendment aims to enhance the legal framework supporting authorities in combating financial crimes. It also seeks to strengthen technical compliance with international recommendations and treaties.
The amendments include forming a National Committee for Anti-Money Laundering and Combating Terrorism Financing. This committee will be established through a Cabinet decision, further consolidating efforts against financial crimes.
Labour Law Amendments
Changes have been made to specific provisions of the "UAE Labour Law" through a Federal Decree-Law. These changes aim to boost labour market efficiency and competitiveness while clearly defining rights and obligations for all parties involved.
The decree imposes fines ranging from AED100,000 to AED1 million on employers violating employment regulations. Violations include employing workers without permits or failing to provide jobs after hiring them. The same penalties apply for illegal employment of minors or allowing minors to work unlawfully.
New Legislation Approvals
The Cabinet approved a federal law on combating communicable diseases, establishing a legislative framework for this purpose. Additionally, decisions were made regarding executive regulations for financial restructuring and bankruptcy laws.
A decision was also approved concerning maritime law's executive regulations, aiming to protect maritime interests, safety, and environment in the UAE. Furthermore, legislation was passed on violations related to money laundering and terrorism financing under the supervision of relevant ministries.
These legislative updates demonstrate the UAE's dedication to modernising its legal system across various sectors while maintaining alignment with international standards.
