UAE Ministry Of Finance Issues New Decision On Service Provider Accreditation For EInvoicing Programme
The Ministry of Finance has reached a significant milestone in its eInvoicing Programme, highlighting the UAE's dedication to digital transformation. This progress is marked by Ministerial Decision No. 64 of 2025, which outlines the eligibility criteria and accreditation procedures for service providers within the Electronic Invoicing System. This decision is crucial for advancing the programme strategically.
Under this framework, only accredited service providers can offer eInvoicing services in the UAE. This ensures that all eInvoices and credit notes are issued in structured digital formats that are machine-readable, enabling seamless processing and ensuring accurate tax data reporting to the Federal Tax Authority.

The Ministry has introduced the Accreditation of eInvoicing Service Providers Portal. This digital platform streamlines and speeds up the accreditation process. It acts as a centralised, transparent, and efficient channel for managing all procedures related to accreditation.
The regulatory framework defines eligibility criteria, accreditation processes, ongoing evaluation, and termination under the Electronic Invoicing System. It also details company registration requirements, compliance obligations for service providers, tax registration commitments, information security needs for Peppol-compliant solutions, self-declaration requirements, and procedures for submitting accreditation requests.
The Ministry of Finance emphasised that this initiative demonstrates its commitment to adopting advanced digital solutions. These solutions aim to improve governance efficiency, enhance financial service quality, and boost national economic competitiveness. The initiative represents a strategic milestone in developing an intelligent financial ecosystem aligned with sustainable development goals.
Accredited service providers must meet strict technical, operational, and security standards. They must comply with the Peppol interoperability framework and approved security standards to ensure accurate exchange of eInvoices and tax data with the Federal Tax Authority.
Renewal and Evaluation
According to the Decision, accreditation will be granted for two years but can be renewed. Service providers must apply for renewal before expiration. The Ministry will conduct periodic evaluations to ensure compliance with required standards. Non-compliance or failure to renew may lead to revocation of accreditation and a ban on reapplying for up to two years.
This initiative protects both UAE interests and those of its business community by ensuring accredited providers adhere to stringent requirements. This approach guarantees efficient processing of eInvoices while maintaining high standards of data security.
