UAE Ministry Of Finance Launches PPP Manual To Guide Federal And Private Sector Projects

The Ministry of Finance (MoF) has introduced the Public-Private Partnership (PPP) Manual for Projects and Execution during a workshop at the Waldorf Astoria Hotel in Dubai International Financial Centre. The event saw participation from Saeed Rashid Al Yateem, Assistant Under Secretary of Resource and Budget Sector, along with other ministry leaders and federal entity representatives.

Saeed Rashid Al Yateem remarked, "This workshop is part of MoF’s ongoing efforts to strengthen cooperation between the public and private sectors and achieve effective integration in the implementation of development and strategic projects. This guide is particularly important, as it enables federal government entities to implement their projects efficiently and effectively. Additionally, it will enhance the benefit of government entities from the financial, administrative, and technological expertise available in the private sector."

UAE Launches PPP Project Guide

The workshop highlighted the manual's objectives, focusing on its role in supporting UAE's development projects and national strategy. It also covered governance mechanisms that MoF will use to oversee partnership project procedures, ensuring optimal application of guidelines.

Participants were introduced to key themes of the guide and stages of project implementation. The discussion included procedures related to design, planning, and execution to maximise project benefits. Federal entities and private sector partners were briefed on necessary steps for transparency and clarity in partnership projects.

"The Ministry of Finance firmly believes that integration between the public and private sectors is key to achieving sustainable development, and this guide will serve as a comprehensive reference for both federal entities and private sector partners," Al Yateem added.

He further stated, "This is yet another initiative that reflects the Ministry's commitment to transparency and clarity throughout all stages of implementing partnership projects. We look forward to seeing the positive outcomes of applying this guide on the ground. By enhancing competition, stimulating the economy, and safeguarding the interests of our community members, the guide will contribute significantly to promoting the quality of services while reducing costs and fostering innovation and development across various vital sectors."

Sectoral Focus

The Ministry has identified key priority sectors for initial PPP projects in collaboration with strategic partners. These sectors include infrastructure, energy, healthcare, community services, and education.

Additionally, it was announced that the Cabinet has adopted the PPP Manual for Projects and Execution. According to this manual, MoF will take necessary measures to govern procedures for partnership projects between federal entities and private sector partners.

Workshop attendees expressed their appreciation for launching this manual. They emphasised its crucial role in enhancing cooperation between public and private sectors while effectively implementing strategic projects. They also showed willingness to engage in these partnerships to achieve sustainable development goals within UAE.

The workshop also addressed procedures that federal entities must follow alongside private sector partners in partnership projects. Emphasis was placed on ensuring transparency so all parties are well-informed throughout project stages.

This initiative by MoF aims at fostering effective integration between public-private sectors for efficient project execution. The manual serves as a comprehensive reference point ensuring adherence to best practices while promoting economic growth through enhanced competition.
