Community-Managed Virtual Authority: UAE President Introduces Participatory Governance Model

President His Highness Sheikh Mohamed bin Zayed Al Nahyan has ordered the launch of the Community-Managed Virtual Authority, a new public body led directly by community members. The initiative, announced at the close of the Year of Community, is inspired by the legacy of the late Sheikh Zayed and aims to deepen shared responsibility for the UAE’s future.

Under this initiative, skilled individuals from across the UAE will, for the first time, take full charge of running an official authority. A Director General and team members drawn from the community will serve fixed terms, during which they will design practical products and solutions that deliver long-term value for the country and its residents.

The Community-Managed Virtual Authority is built around participatory governance, placing public involvement at the centre of government operations. The model reflects His Highness the President’s wider vision to invest in people, trust their abilities, and use their skills for the benefit of society. It gives community members real managerial authority within a clear institutional structure.

The core task of the authority is to produce initiatives, programmes, and ready-to-apply solutions that address real community needs. Its outputs are designed to be high-impact and immediately usable, supporting social cohesion, raising quality of life across the Emirates, and backing the UAE’s plans for long-term sustainable development in a structured and measurable way.

The new entity is aligned with the UAE Centennial 2071 vision, which seeks the best possible environment for people to unlock their potential. The authority supports a culture of innovation and initiative while helping turn the UAE into a global reference for future government models and a testing ground for new ways to strengthen community engagement.

To keep the authority dynamic, appointments follow a flexible process based on transparent criteria. Selection focuses on competence, proven expertise, and each person’s capacity to advance the authority’s objectives. Rotating the Director General and team members at regular intervals ensures a continuous stream of fresh perspectives and steady exchange of knowledge between different community groups.
