UAE Joins Forces With UN For Sustainable Energy Transition Minerals Initiative
Abdulla Balalaa, Assistant Minister of Foreign Affairs for Energy and Sustainability Affairs, took part in the United Nations’ Critical Energy Transition Minerals (CETM) Panel in Copenhagen. The event brought together government representatives, organisations, and experts to discuss the role of critical minerals in the global shift to renewable energy. António Guterres, United Nations Secretary-General, also joined the panel discussion.
The CETM Panel was introduced by Secretary-General António Guterres during COP28, hosted by the UAE in 2023. This panel focuses on critical energy transition minerals and aims to develop voluntary guiding principles for a fair transition. Members share their views on various aspects related to these essential minerals.

Critical energy transition minerals are key components in many clean energy technologies today. These include wind turbines, solar panels, electric vehicles, and battery storage systems. To highlight their importance for the green transition, Balalaa participated in discussions on trade and investment, climate resilience, and protection mechanisms.
Balalaa emphasised the panel’s potential to drive economic opportunities and support vulnerable communities affected by climate change. He stressed the need to attract investments in this field to avoid delays in the energy transition. He highlighted areas of convergence and mutual interest within the evolving international critical energy minerals market.
During his intervention at the panel meeting, Balalaa discussed current climate challenges like water scarcity as demand for critical minerals rises. He highlighted the importance of defining a clear roadmap for using extractive minerals. He stressed working together to ensure a just and equitable energy transition that delivers lasting socio-economic benefits aligned with the 2030 SDGs.
Multilateral Action and Collaboration
At the panel meeting, Balalaa underscored strengthening multilateral action to address economic and social challenges faced by vulnerable regions. He exchanged views with counterparts on socio-economic, climate, and environmental aspects of energy transition materials.
Balalaa also called for fostering dialogue and collaboration while providing accessible finance. This will be a key focus at COP29 in Baku. He advocated developing common voluntary principles to guide sustainable extraction of critical minerals. He urged participants to seize this opportunity to create a path where nations thrive while ensuring a just energy transition.
UAE's Commitment to Climate Action
The UAE continues its efforts to lead climate change action through initiatives like the UNSG’s CETM Panel and global financial commitments. The UAE has announced it will co-host the 2026 UN Water Conference with Senegal, building on its success from hosting COP28 in 2023.
Balalaa highlighted that fostering dialogue is crucial for pragmatic solutions that benefit all parties involved. He stressed that bold actions are needed to ensure an equitable energy transition that leaves no one behind.
The discussions at the CETM Panel underscore the importance of critical minerals in achieving a sustainable future. By focusing on collaboration and investment, nations can work together towards a greener world while supporting vulnerable communities.
