UAE Introduces Comprehensive Laws In 2025 To Strengthen Governance And Support Development
The UAE has been actively updating its laws and regulations throughout 2025 to boost government efficiency and support development. These updates reflect the country's vision of a flexible government model that anticipates change and enhances readiness across various sectors. This approach is grounded in governance, innovation, and integration between federal and local institutions.
Several Federal Decree-Laws were issued to reorganise key authorities and amend existing laws. These include changes to the Civil Defence Authority, Commercial Companies Law, Civil Procedures Code, and laws on narcotic drugs and psychotropic substances. Additionally, amendments were made to the Corporate Tax Law to enhance competitiveness in the business environment.

The UAE introduced a new Personal Status Law aimed at strengthening family stability with flexible provisions and streamlined procedures. This law provides an integrated legal framework that keeps pace with social developments. The establishment of the National Anti-Narcotics Authority and the Federal Authority for Ambulance and Civil Defence further supports regulatory stability.
In June, ministerial changes were announced, including the creation of a Ministry of Foreign Trade. The Ministry of Economy was renamed as the Ministry of Economy and Tourism. Additionally, the National Artificial Intelligence System was approved as an advisory member for all government councils starting January 2026.
The Cabinet approved various measures to improve government efficiency. These included regulating geospatial information, remote work from outside the country within the federal government, adopting an updated federal employee performance management system called Injazati, and approving executive regulations for legal professions.
A Federal Decree-Law was also issued concerning veterinary medical products and establishments to protect animal health while ensuring food safety and public health. This step enhances financial and regulatory stability by regulating financial institutions, activities, and insurance activities through a Federal Decree-Law regarding the Central Bank.
Attracting Talent
The UAE has taken steps to make itself more attractive for living and working by amending visit visa purposes. The Federal Authority for Identity, Citizenship, Customs, and Port Security added four new purposes for visit visas while adjusting timeframes for existing ones. These changes aim to attract talent in technology, artificial intelligence, entertainment, and tourism sectors.
