UAE Implements 20th Consecutive Year Of 'Midday Break' Regulation Starting Saturday
The United Arab Emirates (UAE) continues to enforce its ban on outdoor work under direct sunlight and in open spaces for the twentieth consecutive year. This regulation, effective from 12:30 PM to 3:00 PM starting Saturday, aims to ensure a safe working environment by adhering to best practices in occupational health and safety.
The Ministry of Human Resources and Emiratisation (MoHRE) is committed to this midday break policy to prevent injuries and damages caused by high temperatures during summer months. Community members can report any violations through the Ministry's call centre at 600590000, operational from Monday to Saturday from 8:00 AM to 8:00 PM, or via the Ministry's smart application.

Establishments violating the noon work ban face administrative fines of AED5,000 per worker, with a maximum of AED50,000 for multiple violations. This strict enforcement underscores the UAE's dedication to worker safety.
MoHRE recently announced the provision of 6,000 rest stations for delivery service workers across the UAE. This initiative, in collaboration with government entities and private sector companies, includes an interactive map to help workers locate these stations during the midday break.
This effort involves partnerships with Dubai’s Roads and Transport Authority (RTA), Integrated Transport Centre in Abu Dhabi, and various economic departments. Delivery companies such as Talabat, Deliveroo, Noon, and Careem are also participating. Numerous restaurants, shopping centres, retail stores, and cloud kitchens will offer rest areas for delivery drivers.
Expansion of Rest Stations
This initiative builds on last year’s provision of 365 rest stations for delivery workers. The expansion reflects a shared commitment to protecting delivery workers from heat exhaustion during their duties in the summer months.
Labour Accommodation Electronic System
MoHRE has launched a new edition of the labour accommodation electronic system, the first national platform for registering workers’ housing. This platform aims to raise awareness about accommodation standards and compliance with Ministry requirements.
Companies with 50 or more employees are urged to provide accommodation through approved systems and register data on MoHRE's website. The number of private sector companies adhering to these standards increased by 1000% by the end of 2023 compared to February 2022.
Comprehensive Social Protection System
The UAE implements a comprehensive social protection system for workers. This includes an Unemployment Insurance System providing temporary financial income for up to three months if workers lose their jobs. Additionally, an optional end-of-service benefits scheme known as the "Saving Scheme" allows workers to invest their benefits while still employed.
Other components include a programme to protect workers' financial entitlements, a wage protection system, and a system for occupational health and safety in the UAE labour market. These measures collectively ensure a safe working environment free from risks.
