UAE Government Implements Federal Decree-Law To Enhance Civil Defence Authority And Emergency Response

A key focus of this reorganisation is improving coordination between local and federal bodies involved in civil defence. The Authority's responsibilities include creating policies, strategies, and regulations related to civil defence in collaboration with relevant entities. Evacuation plans are prepared when necessary, ensuring residential and institutional buildings are well-equipped. Medical and social care for affected individuals is provided in collaboration with relevant entities. The Authority also procures essential equipment for civil defence operations.

The Civil Defence Authority coordinates essential services—medical, social, engineering, administrative, and educational—to ensure continuity during disasters. It collaborates with entities like oil companies and airports that have internal security systems to provide support as needed.

Specialised teams are formed for response and relief operations in disaster-hit areas. Joint training programs for civil defence personnel and volunteers are organised to enhance readiness for various emergency scenarios. Awareness campaigns educate residents on necessary actions during emergencies.

Monitoring Hazards

The Authority monitors radiological, chemical, and biological hazards, taking necessary measures in coordination with relevant authorities. Cooperation among UAE emirates is enhanced to establish support centres that improve civil defence services at both national and international levels.

Entities must refrain from issuing licences for properties or facilities without obtaining a certificate verifying compliance with safety standards first. A dedicated committee reviews compensation claims related to damages from civil defence operations, with a grievance mechanism in place.

Penalties for Violations

Strict penalties are enforced for violations of the law or disruptions to civil defence activities. These include imprisonment of up to six months or fines reaching AED250,000. Such measures ensure adherence to regulations designed to protect public safety effectively.

This comprehensive approach by the UAE Government aims to strengthen national preparedness through improved coordination, strategic planning, and effective response mechanisms within the Civil Defence Authority framework.
