The UAE Federal Public Prosecution has introduced the White Paper for the Governance of Emerging Technologies Summit 2025 at GITEX Global 2025. This initiative, in partnership with the Advanced Technology Research Council and TRENDS Research and Advisory, documents the summit's outcomes held in Abu Dhabi. The event was under the patronage of His Highness Sheikh Mansour bin Zayed Al Nahyan, highlighting the UAE's commitment to technological governance.

Chancellor Dr. Hamad Saif Al Shamsi, UAE Attorney General, emphasized that this White Paper is a strategic move towards a sustainable digital ecosystem. It reflects the vision of the Public Prosecution to support global discussions on technology governance, ensuring that innovation aligns with legislation while prioritizing humanity and rights in digital transformation.

The White Paper addresses six key sectors: justice, health, education, economy, legislation, and industry. It examines technologies like AI, blockchain, metaverse, robotics, quantum computing, and biotechnology. Dr. Khadija Al Faqih from the Advanced Technology Research Council expressed pride in launching the White Paper with partners. She highlighted its focus on justice, health, and education sectors by promoting responsible technology use while balancing innovation with human values.

The Federal Public Prosecution's participation in GITEX Global 2025 showcases its vision for an integrated digital justice system. Initiatives include the Virtual Assistant for the Public Prosecutor and Legislative Digitization Project. These projects aim to reshape judicial work using AI while maintaining ethical standards.

During a panel discussion on the White Paper, Chancellor Maryam Humaid stressed that justice should integrate technology without losing its human essence. She emphasized that AI should support judicial decisions but not replace human accountability.

Dr. Amin Al Amiri from MoHAP discussed AI's benefits in healthcare data analysis and disease tracking but noted challenges like data accuracy and confidentiality. He stressed ethical frameworks are crucial to prevent misuse and ensure patient safety.

Dr. Mohammed Al Kuwaiti highlighted cybersecurity threats addressed in the White Paper during a panel session. He emphasized strong governance and updated legislation are needed to tackle cybercrime and protect sensitive data.

Economic Impacts

Dr. Mohamed Alloghani from Mohamed bin Zayed University of Artificial Intelligence noted that digital sovereignty is crucial for sustaining the digital economy. Investments in human capital and infrastructure have enhanced digital services' efficiency across sectors.

The White Paper also underscores efforts to strengthen emerging technology governance and create a safe digital environment through smart projects launched under UAE leadership.

Industrial Transformation

Fatima Al Mheiri from the Ministry of Industry highlighted that humans should drive technological transformation. She mentioned an index measuring factories' integration with modern technologies focusing on sustainability and governance to manage industrial operations effectively.

A key challenge is skill shortages; thus, linking factories with tech companies enhances productivity. The ministry regularly updates this index to align with technological advancements.
