UAE: Lower Age Requirement For Driving Licence, Fines Up To AED200K Under New Traffic Rules

The UAE Government has introduced a new federal decree-law to update traffic regulations, aligning with global transportation advancements. This law focuses on modernising vehicle classifications and road technologies, particularly promoting self-driving and electric vehicles. It also encourages the use of advanced tech solutions in transportation, leveraging the UAE's sophisticated road network.

The decree-law outlines that a cabinet resolution will specify the inspection, licensing, and renewal procedures for self-driving cars. It also details mechanisms for testing new vehicle technologies. The law permits using new technologies to enhance road safety and issue fines for violations. Licensing authorities will develop online systems for obtaining licences, as decided by the Minister of Interior or relevant emirate authority.

A "Federal Traffic Council" will be established under this law. Its formation and responsibilities will be defined by a Cabinet resolution based on a proposal from the Minister of Interior. This council aims to streamline traffic management across the country.

Road Usage Regulations

The decree-law introduces comprehensive rules for all vehicles, drivers, and pedestrians. Pedestrians are prohibited from crossing roads with speed limits over 80 km/h unless at designated crossings. Non-compliance may result in civil or criminal liability. Additionally, stopping vehicles on roads or curbs for repairs is forbidden.

Driving Licence Requirements

To obtain a driving licence, individuals must be at least 17 years old. Driving trainers must hold valid licences and be authorised by the licensing authority to train others. Trainers cannot allow trainees to drive in populated areas unless they are confident in their control over the vehicle.

Vehicle Modifications and Insurance Policies

The decree-law prohibits significant modifications to a vehicle's shape, chassis, body, engine power, or colour without approval from the licensing authority. Insurance companies cannot include clauses that limit coverage for civil liabilities arising from accidents involving death or injury.

Penalties for Violations

Deterrent penalties are set for various offences under this law. Misusing license plates can lead to imprisonment or fines starting at AED20,000. Driving under the influence of alcohol incurs penalties ranging from AED20,000 to AED100,000 or imprisonment. For narcotics influence, fines range from AED30,000 to AED200,000.

Driving with a suspended licence results in up to three months' imprisonment or a minimum fine of AED10,000. Fleeing an accident scene without providing information can lead to one year of imprisonment or fines between AED50,000 and AED100,000.

Negligence causing death while driving results in imprisonment or fines starting at AED50,000. Aggravating circumstances like driving during floods increase penalties to at least one year of imprisonment and fines starting at AED100,000.

Crossing roads outside designated areas resulting in accidents can lead to imprisonment or fines between AED5,000 and AED10,000.
