UAE Strengthens Global Nuclear Ties At IAEA's 68th General Conference
The UAE is participating in the 68th Regular Session of the General Conference of the International Atomic Energy Agency (IAEA). This annual event is taking place at the IAEA headquarters in Vienna, Austria, from 16th to 20th September 2024. The theme for this year is "Global Cooperation in the Nuclear Field".
Ambassador Hamad Al Kaabi, the UAE Permanent Representative to the IAEA, is leading the UAE delegation. This group includes key national stakeholders in the nuclear sector such as the Federal Authority for Nuclear Regulation (FANR) and Emirates Nuclear Energy Cooperation (ENEC).

The UAE will participate in a side event titled "The International Commission on Radiological Protection: Time for Action!". FANR will present its efforts to enhance radiation protection infrastructure within the UAE. FANR continuously monitors radioactivity levels through its environmental laboratory and various monitoring stations across the country.
During the conference, FANR plans to sign a Memorandum of Understanding with the Hungarian Atomic Energy Authority. This agreement aims to foster cooperation and information exchange on nuclear regulatory matters and provide training opportunities for personnel.
The UAE delegation will also join the Senior Safety and Security Regulators’ Meeting. Here, they will share their journey in developing a robust regulatory infrastructure for peaceful nuclear energy. This includes legislation, inspection, and licensing regimes to ensure safety and security.
Additionally, FANR and the Canadian Nuclear Safety Commission will present a newly launched Whitepaper at the Regulatory Cooperation Forum. The paper focuses on ‘Auditing Inspection Process—Nuclear Regulator’ and highlights internal audit functions' role within nuclear regulatory bodies.
Long-standing Partnership with IAEA
Al Kaabi will deliver a statement at the Plenary Session of the General Conference. He will highlight the strong relationship between the UAE and IAEA over five decades. This partnership has been crucial in achieving UAE’s energy needs through a peaceful nuclear programme adhering to high standards of safety, security, and non-proliferation.
The UAE delegation will hold several bilateral meetings with international stakeholders during this week-long event. These discussions aim to explore cooperation opportunities and exchange views on nuclear policy, regulatory issues, and industry developments.
Commitment to Developmental Priorities
Since joining IAEA in 1976, UAE has cooperated with IAEA based on national developmental priorities. The General Conference is IAEA’s highest policy-making body comprising representatives from Member States. It discusses IAEA’s programme, budget, and other matters related to nuclear energy.
