UAE Strengthens Commitment To Combat Financial Crimes And Ensure Economic Integrity
The UAE has made notable strides in tackling financial crimes, according to Hamid Al Zaabi. As Secretary-General of the National Committee for Anti-Money Laundering and Countering the Financing of Terrorism and Financing of Illegal Organisations (NAMLCFTC), Al Zaabi highlighted the country's dedication to safeguarding both its own financial system and the global one.
During the 2024 Asia Pacific Group on Money Laundering (APG) Annual Meeting in Abu Dhabi, Al Zaabi discussed recent legal amendments. These changes have bolstered the UAE's anti-money laundering and counter-terrorism financing framework, enhancing its ability to handle new threats. This effort reinforces the UAE's status as a key international financial hub.

In 2023, fines exceeding AED254 million were imposed for money laundering violations in the UAE. Additionally, assets worth over AED2.348 billion were seized due to breaches of anti-money laundering regulations. The Central Bank conducted more than 119 inspections, resulting in nearly AED113 million in fines last year.
The Ministry of Economy also played a significant role by conducting 3371 field inspections in 2023. These efforts led to fines totalling AED101 million. Such rigorous inspections underscore the UAE's commitment to maintaining a robust financial regulatory environment.
The gold sector saw a sharp rise in suspicious activity reports, increasing from 223 in 2021 to 6432 in 2023. This surge reflects heightened awareness and vigilance within the industry. Inspections increased significantly, leading to enforcement actions that included fines amounting to AED78.65 million.
In August, the Ministry of Economy took decisive action by suspending 32 local gold refineries for non-compliance with anti-money laundering laws. These refineries faced accusations of committing 256 violations, with suspensions occurring between July and October 2024.
International Cooperation Efforts
The UAE has been proactive internationally by signing 45 mutual legal assistance treaties through efforts led by the Ministry of Justice. Plans are underway to establish additional treaties in 2024 and 2025, further strengthening international cooperation against financial crimes.
