UAE Strengthens Climate Leadership And Promotes Global Financing Initiatives At COP30

Dr. Amna bint Abdullah Al Dahak, the UAE's Minister of Climate Change and Environment, led the country's delegation to the 30th UN Climate Change Conference (COP30) in Belém, Brazil. She highlighted the UAE's dedication to advancing global climate action through innovative financing and international partnerships. The UAE is committed to achieving climate neutrality by 2050 and increasing renewable energy capacity.

During COP30, Dr. Al Dahak emphasised the UAE's significant role within the COP Presidencies Troika, supporting Brazil's COP30 Presidency. She stated: "We are working hand-in-hand with our partners to ensure that the ambitious pathway shaped in Dubai through the historic UAE Consensus, and strengthened further in Baku, now reaches Belém as a springboard for establishing long-term, sustainable principles for global climate action."

UAE Advances Climate Action at COP30

The minister also stressed the importance of protecting nature and biodiversity as part of climate action. The National Biodiversity Strategy 2031 aims to protect terrestrial and marine areas and boost endangered species populations. The UAE has achieved half of its 100-million-mangrove target and leads international partnerships like the Mangrove Alliance for Climate (MAC) with Indonesia.

Dr. Al Dahak called for aligning global efforts around three priorities: raising ambition through Nationally Determined Contributions (NDCs), advancing tangible climate adaptation, and expanding financing through mechanisms like the ALTÉRRA fund. This fund was launched with a US$30 billion commitment by the UAE at COP28.

The UAE focuses on water security through initiatives such as the Mohammed bin Zayed Water Initiative, which seeks sustainable solutions to global water scarcity. The country will co-host the United Nations Water Conference 2026 with Senegal, highlighting its role in global water efforts.

Ministerial Roundtable on Cooling

At a Ministerial Roundtable on cooling, Dr. Al Dahak highlighted progress in implementing the Global Cooling Pledge, now supported by 72 countries. She welcomed outcomes like establishing the Intergovernmental Committee on Cooling (IGCC) and operationalising the EPIC Facility as financial and technical mechanisms.

The UAE has integrated sustainable cooling into its NDCs, with potential emissions reductions of up to 78 billion tons by 2050 through collective global action in this sector.

Urbanisation and Climate Change

Mohammed Saeed Al Nuaimi, Undersecretary of MOCCAE, participated in high-level sessions during COP30. At a ministerial meeting on Urbanisation and Climate Change, he showcased the UAE’s model: "The UAE’s approach is rooted in a unique balance of national ambition and innovation." This model involves collaboration through the UAE Council for Climate Action.

This structure ensures national strategies like Net Zero 2050 translate into city-level plans addressing local realities while driving progress towards national targets. During a High-Level Closing Plenary on Multilevel Climate Action, Al Nuaimi stressed that real impact requires coordinated action across society levels.

Nature Conservation Efforts

Al Nuaimi joined a session on Nature and Climate Action at Indonesia Pavilion, emphasising forests' role as Earth's 'lungs' against climate change due to carbon absorption capabilities. He reiterated support for global efforts to protect forests as crucial for achieving Net Zero goals.

Adaptation and Green Economy Initiatives

Dr. Alanoud Alhaj from MOCCAE participated in sessions focused on adaptation, just transition, and green economy during COP30’s ministerial dialogues. In an adaptation dialogue session endorsed at COP28 she highlighted adaptation as top priority cautioning about high costs if not addressed adequately.

The Adaptation Finance Capacity Assessment identifies investment gaps while ALTÉRRA Fund helps de-risk projects attracting private-sector investment opportunities globally.

Just Transition Framework

In another roundtable discussion about Just Transition framework development linking countries’ needs with financing mechanisms was discussed where Dr.Alhaj emphasised comprehensive economic diversification roadmap encompassing programmes across priority sectors ensuring just transition grounded national priorities supporting economic growth simultaneously .

A panel discussion with World Green Economy Organization (WGEO) saw Dr.Alhaj outlining progress delivering Green Agenda Net Zero plans discussing regulatory frameworks enhancing air quality ongoing efforts ensuring robust climate data transparency credibility tracking emissions progress via National Measurement Reporting Verification (MRV) system launched recently GITEX GLOBAL Dubai .

The conference underscored how collaborative efforts can drive meaningful change towards sustainability goals globally while maintaining focus on local implementation strategies ensuring effective impact across all societal levels .
