UAE Cabinet Approves First Integrated Regulatory Intelligence Ecosystem For Enhanced Governance
The UAE Cabinet, led by His Highness Sheikh Mohammed bin Rashid Al Maktoum, convened at Qasr Al Watan in Abu Dhabi. The meeting focused on advancing legislative processes and included key decisions such as establishing the Regulatory Intelligence Office. This office aims to integrate federal and local laws using artificial intelligence, linking them with judicial rulings and public services to monitor their impact on society and the economy.
During the session, His Highness Sheikh Mohammed bin Rashid Al Maktoum highlighted the restructuring of the Emirates Council for Balanced Development. Chaired by H.H. Theyab bin Mohamed bin Zayed Al Nahyan, the council aims to ensure balanced growth across the UAE through impactful projects. Previously, it completed initiatives in villages and launched community development projects supporting national goals.
The Cabinet also discussed preparations for the "Make it in the Emirates" Forum by the Ministry of Industry and Advanced Technology. This forum is designed to boost the industrial sector by offering investment opportunities worth AED 160 billion. The sector has grown by 59% over four years, contributing AED 210 billion to GDP.
In line with energy efficiency goals, the Cabinet approved launching the Global Alliance for Energy Efficiency during COP28. This alliance seeks international cooperation to double energy efficiency across sectors by 2030. The initiative aligns with global policies to enhance energy use efficiency.
The "Plant the Emirates" campaign's results were reviewed, showing significant progress in expanding green areas nationwide. As of April 2025, nearly 460,000 trees have been planted with strong community involvement. Additionally, new financing mechanisms for the Sheikh Zayed Housing Programme were evaluated, with 9,400 approvals worth AED 7.5 billion issued over three years.
The Cabinet also examined updates on the UAE's tax system development. The country ranks fifth globally in tax policy efficiency and second in combating tax evasion according to IMD's report. Over 520,000 companies are registered under Corporate Tax and 470,000 under Value-Added Tax.
International Agreements and Cultural Progress
His Highness Sheikh Mohammed bin Rashid Al Maktoum announced approval for 44 international agreements in economic and governmental fields. Negotiations will start for investment protection agreements with 30 countries worldwide. These efforts aim to strengthen economic ties globally while maintaining an open economic approach.
The Cabinet reviewed progress on cultural initiatives like the National Strategy for Cultural and Creative Industries. Key projects include launching a culture medal program and a framework for cultural activities in schools. These initiatives aim to foster creativity within educational settings across the UAE.
Advancements in Legislative Systems
A significant highlight was approving a new regulatory intelligence ecosystem within the UAE Government. This AI-driven system will accelerate legislative processes by up to 70%, integrating federal laws with judicial rulings and government services into a comprehensive database that adapts quickly to global changes.
This proactive legislative model allows real-time monitoring of global developments relevant to UAE laws while identifying gaps or inconsistencies within its legal framework. It reflects a commitment towards smarter governance blending human insight with AI efficiency.
Sports Strategy and Autism Policy Updates
The Cabinet reviewed outcomes from implementing strategies like National Sports Strategy aimed at enhancing sports' societal contributions through initiatives such as National University Games Project involving over 1,700 students nationwide.
Updates on National Autism Policy were also discussed focusing on improving services for individuals with autism through unified service models including early detection programs alongside national diagnostic guidelines development efforts ensuring comprehensive support systems are available throughout communities across UAE regions effectively addressing needs efficiently without delay or
