UAE Bhutan Leaders Meet At World Governments Summit 2026 To Expand Bilateral Cooperation
His Highness Sheikh Mohammed bin Rashid Al Maktoum met Tshering Tobgay on the preliminary day of the World Governments Summit 2026, ahead of the official opening under the theme ‘Shaping Future Governments’. The meeting highlighted the Summit’s role as a global forum for dialogue on governance, development and international cooperation over three consecutive days.
The discussion took place before the Summit launches its largest edition in terms of leadership participation. World Governments Summit 2026 is bringing together more than 60 heads of state and government and their deputies, alongside extensive ministerial representation, experts, and institutional leaders from around the world, including delegations from over 150 governments.
The World Governments Summit 2026 programme includes over 445 sessions, featuring contributions from more than 450 global figures such as presidents, ministers, specialists, thinkers and decision-makers. More than 6,250 participants are attending, including over 700 CEOs from major international institutions and companies, 87 Nobel laureates and recipients of key scientific awards, and representatives from over 80 international and regional organisations and academic entities.
To underline the scale of participation at the World Governments Summit 2026, the event gathers over 500 ministers and senior officials. The broad mix of leadership, policy experts and business executives is designed to support structured discussion on future governance, sustainable development and coordinated government action across regions, including the Middle East, Asia, Europe, Africa and the Americas.

During the bilateral meeting linked to the World Governments Summit 2026, H.H. Sheikh Mohammed bin Rashid and Tshering Tobgay reviewed relations between the UAE and Bhutan across multiple fields. Both sides examined how to expand cooperation in ways that support shared interests, including economic development, governance practices and collaborative work within multilateral platforms.
His Highness welcomed Tshering Tobgay and the Bhutanese delegation participating in the World Governments Summit 2026, reflecting the UAE’s emphasis on dialogue with diverse partners. H.H. Sheikh Mohammed stressed the importance of integrating international efforts to accelerate sustainable development and enhance cooperation among governments worldwide, using forums such as the Summit to exchange practical experiences and policy ideas.
The meeting was attended by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, alongside H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, and H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum.
Also present were Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the World Governments Summit Organisation, and Reem bint Ebrahim Al Hashimy, Minister of State for International Cooperation. The officials reviewed how the World Governments Summit functions as one of the world’s most influential forums, supporting forward-looking initiatives and structured discussions on the future of governance and public service.
Tshering Tobgay praised the UAE’s development journey and its active role in promoting international cooperation, while highlighting the World Governments Summit as a distinct annual platform that brings together decision-makers, senior officials and experts from around the world to develop shared visions for addressing global challenges through dialogue, knowledge exchange and jointly designed policy approaches.
