UAE Aviation Sector Solidifies Role As Key Pillar Of National Economy With Growing Global Presence
The UAE aviation sector strengthens its role as a core pillar of the national economy. In 2025, the sector supports trade, tourism, logistics and supply chains, and contributes up to 18 percent of gross domestic product. It also advances global aviation governance, climate action and innovation through projects, international roles and record passenger traffic.
The UAE secures a seat on the Council of the International Civil Aviation Organisation for the seventh consecutive term. The organisation re-elects Hamad Salem Al Muhairi as Chairperson of the ICAO Aviation Security Panel for the third year. Engineer Maryam AlBalooshi becomes Chair of ICAO’s Committee on Aviation Environmental Protection, the first person from the Middle East in this role.
Environmental policy remains a central focus for the UAE aviation sector during 2025. The General Civil Aviation Authority submits the third edition of the UAE's State Action Plan to Reduce Aviation Emissions to the International Civil Aviation Organisation. The Cabinet approves this plan, which supports national climate commitments while maintaining growth in aviation activities and related economic sectors.
The updated State Action Plan follows ICAO Assembly Resolution A37-19 from 2010 and later Assembly decisions. It uses a "basket of measures" approach to address emissions. The plan includes 42 projects focused on operations and technology. It also lists 13 projects linked to sustainable aviation fuel and low-carbon fuel deployment across the industry.
The election of Engineer Maryam AlBalooshi to lead ICAO’s Committee on Aviation Environmental Protection reinforces this approach. The role covers international work on aviation’s environmental footprint. It seeks to balance emission reductions with the need for continued economic development. It also supports the long-term expansion of this vital global industry, including growing markets in the Middle East.
Besides policy leadership, the UAE aviation sector advances digital regulation and new air mobility solutions. In January 2025, the General Civil Aviation Authority launches a unified national platform for unmanned aerial vehicles. The interactive digital system manages drone registration, clarifies usage rules and supports compliance with aviation safety laws and technical regulations.
The national drone platform aims to improve operational safety and efficiency for unmanned aircraft. It also supports investors and businesses using drone services. By centralising approvals and information, the platform helps integrate drones into national airspace. It supports the wider aviation ecosystem, including logistics providers, survey firms and service companies using remote aircraft.
Another project highlights the UAE’s focus on advanced air mobility. In April, the General Civil Aviation Authority grants Design Acceptance for the country’s first hybrid Heliport at the Abu Dhabi Cruise Terminal at Zayed Port. The facility is part of the Abu Dhabi Air Taxi project and supports integrated, lower-emission air transport within the emirate.
UAE aviation sector global events, GSAM initiative and passenger growth
The UAE aviation sector also hosts and shapes key international discussions. Abu Dhabi welcomes the ICAO Global Implementation Support Symposium and the first edition of the UAE initiative, "Global Sustainable Aviation Market". These events bring together regulators, airlines, manufacturers and financiers to discuss sustainable fuels, technology and climate-related investment in aviation.
During its 235th Session, the Council of the International Civil Aviation Organisation formally adopts the UAE's Global Sustainable Aviation Marketplace as an institutionalised annual event under ICAO’s official calendar. This decision turns a state-led concept into a recurring global platform supported by member states and industry stakeholders focused on practical decarbonisation measures.
First held in Abu Dhabi in February 2025 alongside the ICAO Global Implementation Support Symposium, the Global Sustainable Aviation Marketplace aims to speed up sustainable practices in world aviation. It convenes airlines, manufacturers, regulators and investors. Its agenda includes sustainable aviation fuels, low-carbon aviation fuels and climate finance solutions under the ICAO Finvest Hub framework.
While policies and new platforms develop, passenger demand through UAE airports continues to grow. During the first nine months of 2025, Abu Dhabi Airports, Dubai International Airport and Sharjah International Airport together handle about 108.59 million passengers by the end of September, reinforcing the country’s position as a key global air transport hub.
