UAE Leads In AI Governance And Technology Innovation According To KPMG-WGS Report
The UAE is at the forefront of ethical AI governance, as highlighted in a recent KPMG report with the World Governments Summit (WGS). The report, titled "The Future of AI Governance: the UAE Charter and Global Perspectives," emphasises the UAE's leadership in integrating technology into government services while prioritising societal values and human well-being.
International leaders are gathering at the WGS in Dubai to discuss AI's future, alongside topics like government services and smart mobility. The UAE AI Charter, introduced in 2024, plays a crucial role with its 12 guiding principles. These principles focus on inclusivity, transparency, innovation, and accountability.

The theme for WGS 2025 is ‘Shaping Future Governments,’ making the charter particularly pertinent. As AI governance presents challenges for policymakers, these principles aim to enhance human capabilities while protecting fundamental rights. They promote fairness, reduce bias, ensure transparency, and drive innovation through ethical governance.
Joe Devassy from KPMG Lower Gulf stated, "The UAE is rapidly emerging as a global hub for technology, including ethical and responsible AI development – both key themes at this year’s WGS." He noted that the UAE AI Charter is pivotal in securing a digital future by consolidating national ambitions.
Devassy further explained that the charter acts as a precursor to formalised AI regulations likely to shape regional governance. Organisations aligning with these principles now will gain competitive advantages by unlocking opportunities for responsible innovation and leading in ethical AI adoption.
Globally, governments are moving from voluntary ethics frameworks to enforceable regulations. Without clear oversight, risks such as bias and misinformation could threaten digital governance efforts. Businesses delaying alignment may face significant consequences.
