Trial Operations Commence At Largest Reverse Osmosis Membrane Plant In The Middle East
In Dammam's Third Industrial City, the "Toray" reverse osmosis membrane plant has commenced trial operations. This significant development was witnessed by teams from the Saudi Water Authority and the Local Content and Government Procurement Authority. The facility, a result of a Saudi-Japanese partnership, is the largest in the Middle East, boasting an annual production capacity of 300,000 membranes.
The plant's establishment stems from a 2021 agreement with the Saudi Water Authority aimed at localizing membrane manufacturing and transferring technical expertise. This initiative also saw the launch of the Middle East Water Treatment Technical Center (MEWTEC), which features advanced laboratory facilities and pilot simulation capabilities.

This project is expected to significantly boost Saudi Arabia's economy by contributing SAR 1.14 billion to its GDP over the agreement period. It will also create 147 direct jobs for Saudis, aligning with national objectives to enhance local content and localize strategic industries.
Beyond water treatment, the plant will support vital sectors such as oil and gas, agriculture, and mining. This diversification aims to enhance industrial integration and foster export-driven growth opportunities.
MEWTEC will provide technical services in research and development through collaborations with both local and international partners. The Water Technologies and Advanced Research Innovation Institute supports this endeavor as part of its role as the research arm of the Saudi Water Authority.
The demand for reverse osmosis membranes is anticipated to rise by 6% annually in Saudi Arabia and 7% across the Gulf region. This growth underscores Saudi Arabia's leadership in global water manufacturing and management sectors.
