TGA Issues Warning On Transporting Individuals To Makkah Without Required Hajj Permits
The Transport General Authority (TGA) has emphasised the importance of not transporting passengers to Makkah or the Holy Sites without a valid Hajj permit or an entry permit for work or residence. This directive applies to all transport operators across Saudi Arabia, especially in Makkah. The new regulations, effective from Dhu al-Qi'dah 1, 1446 AH, are part of efforts by the Ministry of Interior to manage crowd movement and ensure pilgrim safety.
Violators transporting visit visa holders to Makkah and the Holy Sites before Dhul-Hijjah 14, 1446 AH will face severe penalties. These include fines up to SAR100,000 and confiscation of any land transport used in the offence. The TGA clarified that this applies regardless of vehicle ownership, whether by the carrier, an accomplice, or anyone involved in the violation.

The TGA also highlighted the necessity for licensed carriers to meet all regulatory requirements for the Hajj season. This includes obtaining appropriate licenses and operating permits for vehicles and drivers. Carriers must adhere to designated routes and avoid entering restricted areas without prior permission.
The authority urged full cooperation with security and oversight authorities at checkpoints. It warned that non-compliance would result in penalties. These measures are part of the TGA's operational plan for Hajj, aiming to enhance compliance and safety while ensuring smooth pilgrim flow.
