Terrorist Financing Targeting Center's Effective Role In Combating Terrorism Financing

Riyadh is set to host the second international meeting of the Counterterrorism Centers of Excellence on April 29 and 30. This event will focus on how new technologies impact terrorism financing. Participants include representatives from the UN, international and regional centers, and the Terrorist Financing Targeting Center (TFTC).

The TFTC was established in Riyadh to enhance cooperation among seven countries: Saudi Arabia, the UAE, Bahrain, Oman, Qatar, Kuwait, and the US. It aims to disrupt terrorist financing networks by facilitating coordination and information sharing. The center also builds capacity to combat terrorist financing within member states' borders.

Saudi Arabia has played a significant role in TFTC efforts since its headquarters were inaugurated. The TFTC complements existing bilateral relationships among participating states by focusing on identifying and tracking terrorist financing networks. It also coordinates actions like joint sanctions designations against terrorists.

The TFTC is co-chaired by Saudi Arabia's Presidency of State Security and the US Department of Treasury. Its Executive Committee meets quarterly to define strategic directions for designations, information sharing, and capacity-building. These meetings facilitate joint countermeasures against terrorist threats.

Saudi Arabia has hosted 23 workshops aligned with UN Security Council Resolutions on combating terrorism financing. These workshops adhere to FATF standards on money laundering and terrorist financing. Additionally, six brainstorming sessions have addressed emerging threats in this area.

The TFTC fellowship initiative program targets medium experts on counter-financing terrorism measures. Member states participate alongside delegates from law enforcement agencies, financial institutions, judicial authorities, and non-profit organizations. International bodies like the UN's Analytical Support Team also contribute.

Regional Cooperation and Achievements

Since its inception, the TFTC has coordinated seven joint sanctions designations involving 97 individuals and entities linked to various terrorist organizations. This collaboration enhances regional understanding of risks posed by terrorist financing while boosting partnerships between GCC states and the US.

Saudi Arabia's commitment to combating terrorism is evident through its adherence to UN resolutions and FATF standards. The Kingdom actively participates in relevant organizations, providing technical assistance or capacity building upon request from other countries.

International Contributions

The Kingdom contributes financially and technically to international initiatives aimed at countering terrorism financing. It hosts conferences, workshops, and meetings that promote global cooperation in this field. These efforts reflect Saudi Arabia's dedication to fighting terrorism locally, regionally, and internationally.
