Syrian Foreign Minister Asaad Al-Shibani: New Government Will Prioritise Competence Over Quotas

Asaad Al-Shibani, the Minister of Foreign Affairs in Syria's transitional government, has confirmed that the new administration will not engage in exclusion or quotas. He emphasised that the formation of the government will be based on merit and competence rather than religious backgrounds. Speaking at the World Governments Summit (WGS) 2025 in Dubai, Al-Shibani reassured Syrians of inclusive representation.

Al-Shibani highlighted the importance of unity among Syrians, who have lived harmoniously for generations. He stated that the law and constitution will now apply to everyone equally. "We were once victims of the exclusion imposed by the previous regime over 50 years, and surely we will not repeat the same mistake. Those who suffered will not harm others," he said.

New Syrian Government to Focus on Competence

The new Syrian government aims to reflect Syria's diversity without resorting to quotas or exclusion. Al-Shibani stated, "We do not recognise the term ‘minorities’ in forming the new government which will take place on 1st March. Competence, not religious affiliations, determines positions." This approach underscores a commitment to meritocracy.

Addressing political concerns, Al-Shibani assured that there are no uncertainties in the process. He noted that Syrians are informed and capable participants in this transition. The change occurred swiftly within 11 days with full public involvement, avoiding displacement or asylum issues seen in past transitions.

Al-Shibani discussed efforts to rebuild Syria’s state institutions, including the military. Although this process will take time, life returned to normal quickly after the regime's fall. Markets, universities, and workplaces reopened promptly, marking a return to stability.

The transitional government is working on restoring relations with neighbouring countries and international communities. Since taking office on December 8, they have focused on rebuilding ties regionally and internationally. This includes strengthening relations with Jordan to ensure border security and addressing past security breaches.

International Partnerships

Syria is also working on improving relations with Lebanon and Iraq. Al-Shibani condemned past negative relations under Bashar al-Assad’s regime but assured Lebanon of support while respecting its sovereignty. Plans are underway for a visit to Baghdad following an official invitation from Iraq.

Regarding Russia and Iran, Al-Shibani emphasised partnerships based on mutual respect and non-interference in domestic affairs. He acknowledged positive messages from both nations but stressed the need for clear policies that reassure Syrians about these relationships.

Economic Challenges

The Syrian economy remains a significant challenge due to international sanctions imposed on the former regime for crimes like torture and murder. These sanctions have become burdensome for Syrians instead of benefiting them. Economists understand these challenges well as they work towards economic recovery.

Since assuming power, corruption has been halted along with plundering of state funds. In just two months, there was a 70 percent boost in the Syrian pound against the dollar—a promising sign of economic improvement under new leadership.

Future Prospects

Al-Shibani expressed optimism about Syria's future position globally within a year’s time frame: "a year from now, Syria will be able to position itself clearly on the global stage." He envisions discussing significant achievements either at future summits or back home in Damascus within four years.

The World Governments Summit (WGS) 2025 commenced recently in Dubai featuring over 30 heads of state/government alongside more than 80 international/regional organisations participating actively throughout its duration until February 13th under its theme "Shaping Future Governments."
