Switzerland Advocates For WTO Plurilaterals To Propel Global Investments And Climate Initiatives

Switzerland has expressed its strong support for plurilateral initiatives within the World Trade Organisation (WTO), highlighting their significant role in promoting global investments and climate action. This was articulated by Helene Budliger Artieda, the head of the State Secretariat for Economic Affairs (SECO), during her conversation with the Emirates News Agency (WAM) at the WTO’s 13th Ministerial Conference (MC13) in Abu Dhabi. As a country known for being a net investment exporter, Switzerland is particularly in favor of the Investment Facilitation for Development (IFD) Initiative, which seeks to forge a global agreement aimed at enhancing the investment and business environment.

Secretary Artieda also shed light on Switzerland's participation in a plurilateral climate initiative at the WTO. This initiative's goal is to establish a framework that allows for the tariff-free and technically unencumbered trade of environmentally friendly goods and services. She underscored the intertwined nature of trade and environmental issues, emphasizing their mutual importance.

Switzerland Backs WTO for Global Growth

The concerns raised by some developing countries regarding plurilateral initiatives were also addressed by Secretary Artieda. These countries argue that such initiatives contravene the WTO's principles as they do not necessitate a consensus among all members. However, Switzerland is actively engaging with these concerns, seeking to find common ground and foster inclusivity.

Secretary Artieda highlighted the support from many developing and least-developed countries (LDCs) for initiatives like the IFD, noting their crucial need for foreign direct investment to generate employment opportunities within their economies. She reiterated Switzerland's commitment to free and rule-based global trade, along with a strong dispute settlement system within the WTO framework. Specifically, Switzerland is advocating for the restoration of a two-tier dispute settlement system that includes an appellate body.

On the topic of e-commerce, Switzerland is backing the extension of a moratorium that prevents the imposition of customs duties on digital trade. The country remains open to negotiations concerning agriculture, demonstrating its flexible stance on various trade issues.

The Swiss official lauded the United Arab Emirates for its role in hosting MC13 and commended its efforts in creating an environment conducive to international cooperation. She highlighted the strong trade and investment relationship between Switzerland and the UAE, reflecting on their close partnership.

The WTO Ministerial Conference (MC13), taking place in Abu Dhabi, sees participation from approximately 164 nations and trading blocs. This conference represents the WTO's highest decision-making body, convening typically biennially. The UAE’s role as host comes on the heels of its successful organization of COP28, the UN Climate Conference held in Dubai in December, further cementing its position as a facilitator of global dialogue and cooperation.
