Abu Dhabi Strengthens Environmental Protection With New Reporting Resolution

In a significant move to safeguard the environment from pollution, H.H. Sheikh Hamdan bin Zayed Al Nahyan, the Ruler's Representative in the Al Dhafra Region and Chairman of the Environment Agency – Abu Dhabi (EAD), has unveiled Resolution No. 1 of 2024. This pivotal resolution mandates all establishments and projects within the emirate to report environmental data, focusing on identifying and monitoring pollutants. The initiative is set to foster a comprehensive environmental database, enhancing the tracking of discharges and ensuring a cleaner, healthier environment.

The resolution encompasses a wide range of establishments and projects operating in the emirate, all of which are either licensed by EAD or required to adhere to the new regulations. To ensure compliance, EAD will implement rigorous enforcement procedures alongside environmental monitoring programs. These measures aim to systematically track and mitigate pollution across various sectors.

Under this new mandate, facilities responsible for discharges into the environment are required to compile an annual environmental data report. This report must detail energy and water consumption, pollutant measurements, operational methodologies, equipment used, and any incidents that may have occurred. This comprehensive approach ensures a holistic view of environmental impacts, facilitating better management and reduction of pollution.

EAD is tasked with setting reporting standards, developing monitoring mechanisms, and evaluating facilities' compliance. Facilities found lacking may be asked to submit corrective plans. Moreover, EAD will designate approved environmental consulting offices to oversee examinations or measurements related to environmental discharges. This includes responding to complaints and verifying data accuracy through additional sample collections if necessary.

An integral part of this initiative is the creation of an integrated discharge database by EAD. This database will serve as a central repository for all environmental data, accessible to relevant authorities for supervision and evaluation purposes. Additionally, EAD will organize awareness workshops to educate stakeholders about licensed activities and reporting mechanisms.

Facilities are also mandated to equip themselves with necessary devices and training for employees on reporting mechanisms as specified by EAD. They are required to maintain all related documents for a minimum of five years and ensure coordination with EAD and other relevant authorities.

To further enforce compliance, the resolution outlines that facilities must develop and implement a quality assurance plan. This may include appointing an approved consulting office to verify adherence to environmental standards. In instances of non-compliance, EAD holds the authority to impose administrative penalties in line with existing legislation.

This resolution represents a crucial step towards establishing stringent rules and requirements for environmental data reporting. Its primary goal is to protect our natural surroundings from pollution while creating a detailed database that will aid in monitoring and enforcement efforts by EAD. By involving all licensed establishments and projects in this initiative, Abu Dhabi moves closer to achieving a sustainable future with a significantly reduced environmental footprint.
