Sharjah Real Estate And Ruwad Sign MoU To Empower Emirati Brokers

The Sharjah Real Estate Registration Department and the Sharjah Entrepreneurship Foundation (Ruwad) have signed a cooperation memorandum that supports citizen participation in Sharjah real estate brokerage. The partnership focuses on professional training, regulatory compliance, and entrepreneurship support, so Emirati brokers can enter the market with recognised skills while benefiting from reduced financial barriers and structured career paths in the emirate’s growing property sector.

Under the memorandum, both entities coordinate to deliver specialised programmes that qualify citizens for real estate brokerage and related entrepreneurial work. Participants receive structured training, guidance on licensing, and support in meeting regulatory conditions. Beneficiaries of the initiative are exempted from training fees, helping new brokers enter the sector with stronger preparation and lower initial costs.

The agreement supports Sharjah’s broader strategy to link government departments with entrepreneurship-focused institutions. The aim is to build citizen capabilities in real estate, expand sustainable employment options, and encourage private initiatives aligned with the emirate’s economic priorities. This approach also helps create an organised, transparent property market where professional brokerage services support long-term development goals.

The memorandum was signed by Abdulaziz Rashid Al-Saleh, Director of the Sharjah Real Estate Registration Department, and Fatima Hassan Al-Ali, Acting Director of Ruwad. The ceremony was attended by Abdulaziz Ahmed Al-Shamsi, Director-General of the Sharjah Real Estate Registration Department, Hamad Al-Mahmoud, Chairman of the Sharjah Economic Development Department (SEDD), Eng. Raymond Khouzami, and several senior officials from both sides.

According to the agreement, Ruwad promotes the Emirati Real Estate Broker Initiative and receives applications from entrepreneurs who wish to work in real estate brokerage. Ruwad then coordinates with the Sharjah Real Estate Registration Department on these submissions. The foundation also provides appropriate venues for courses and covers instructor fees, allowing training programmes to run efficiently and at no cost to participants.

For its part, the Sharjah Real Estate Registration Department is responsible for designing and delivering specialised training programmes that prepare citizens to practise brokerage within approved regulations. The Department grants initial approvals required to obtain real estate brokerage licences and exempts beneficiaries from programme fees. This arrangement links professional preparation directly with regulatory processes, supporting a smoother path into the market.

Abdulaziz Al-Shamsi stated, "This agreement is in line with the directives of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, and H.H. Sheikh Sultan bin Muhammad bin Sultan Al Qasimi, Crown Prince, Deputy Ruler of Sharjah, and Chairman of the Executive Council, which aim at stimulating the real estate market, opening new horizons for citizens in the emirate, and empowering them to play an active role across key economic sectors."

Al-Shamsi added, "This memorandum of cooperation with the Ruwad Foundation reflects the Department’s commitment to translating this vision into practical initiatives through advanced qualification and training programs. Such important steps will enable citizens to practice real estate brokerage with high efficiency and contribute to developing a new generation of qualified Emirati brokers capable of supporting sectoral growth in accordance with the highest professional standards. Moreover, this will create new business opportunities and reinforce a secure and sustainable investment environment that serves both investors and citizens."

Hamad Al-Mahmoud said, "This memorandum marks a significant step toward empowering national talent and strengthening the presence of Emirati entrepreneurs in the real estate brokerage sector in Sharjah. Through the Emirati Real Estate Broker Initiative, we will work collaboratively to provide a supportive business ecosystem that integrates professional and regulatory training with practical market opportunities based on the best practices."

Al-Mahmoud highlighted that this strategic cooperation between the Sharjah Real Estate Registration Department and Ruwad aligns with Sharjah’s policy of supporting entrepreneurial projects and diversifying the local economy. The initiative opens space for Emirati youth to access promising real estate activities, supports sustainable development goals, and encourages greater national participation in property-related businesses across the emirate.

Al-Mahmoud also pointed out that real estate brokerage is a core component of Sharjah’s property market structure. Brokerage activities help organise transactions, strengthen transparency, and improve the efficiency of buying, selling, and leasing processes. This role becomes more important as Sharjah experiences wide urban expansion, with new residential, commercial, and investment projects across different cities and regions.

Within this context, Al-Mahmoud stressed the need for qualified national brokers who can keep pace with market growth under clear professional and regulatory standards. As development continues, there is rising demand for brokers who understand legal requirements, local procedures, and investor needs. The memorandum addresses this requirement by prioritising skills development and regulated practice for Emirati brokers.

As part of the memorandum’s implementation plan, the Ruwad Foundation will organise further specialised training programmes that target entrepreneurs interested in Sharjah real estate brokerage. Ruwad will support participants in meeting regulatory obligations, coordinate the process of obtaining initial approvals for commercial licences, and maintain the exemption from training fees. These measures ease financial pressures on new entrepreneurs and improve their preparedness for operating in the real estate market.

This cooperation framework is expected to strengthen the professional base of Sharjah real estate brokerage and widen citizen involvement in a key economic field. By linking training, regulation, and entrepreneurship support, the initiative provides a structured route for Emiratis to become licensed brokers, respond to expanding urban projects, and contribute to a more stable and transparent property environment in the emirate.
