Public Consultation Opened For Seven Economic Development Projects Via Istitlaa Platform
The National Competitiveness Center (NCC) has introduced seven projects on its Public Consultation Platform, Istitlaa. These projects, focusing on economic and development affairs, are open for feedback from the public, government bodies, and private sector before approval. This initiative involves collaboration with seven government agencies to gather diverse insights.
One significant project is the 'Rules on the Ultimate Beneficiary of Civil Society Associations and Organizations.' Developed by the National Center for Non-Profit Sector, it seeks to improve transparency in the non-profit sector. The project aims to standardise how ultimate beneficiary information is disclosed and registered in the Ultimate Beneficiary Register. It also focuses on enhancing compliance with both local and international standards.

The Royal Commission for Makkah City and Holy Sites is also seeking input on a new regulatory framework. This project, titled ‘Guidelines for Planning and Designing Requirements for Prayer Spaces in Tourist and Hospitality Buildings in the Central Area of Makkah,’ aims to establish technical standards for prayer spaces in these buildings. The public can provide feedback until a specified date.
Another project open for consultation is from the Riyadh Infrastructure Projects Center. Titled ‘Regulations for the Licensing and Permitting Procedures for Infrastructure Projects in the Riyadh Region,’ it outlines procedural and technical requirements. The goal is to ensure high-quality implementation of infrastructure projects along service facility routes.
The introduction of draft regulations through Istitlaa highlights a commitment to transparency within legislative processes. By allowing citizens, government agencies, and private sectors to contribute their views, Istitlaa promotes a culture of public participation in shaping business environment regulations.
